<br />'. <br /> <br />CASE # '4 <br /> <br />RECEIVE PETITION FOR ANDRIE STREET /164TH LANE IMPROVEMENTS <br />By: Steven Jankowski, City Engineer <br /> <br />Background: <br /> <br />At the May 20, 2008 Public Works Committee meeting the Committee was presented with a <br />.petition signed by84 persons associated with properties included in IP.08-06, a bituminous <br />overlay ofAndrie Street, 164th Lane and the three cuI de sacs to its north. This petition is <br />attached to this case and requests the following improvements be considered in lieu of those <br />currentlyproposed under 08-06 which include the following elements: <br /> <br />· Andrie Street and 1 64th Lane be reconstructed at approximately the same width (32 feet <br />versus 31 feet) with concrete curb and gutter. <br />· Andrie Street and 164th Lane be striped for two driving lanes and a parking lane on one <br />side only (parking to be restricted on the opposite side). <br />· A five foot concrete sidewalk not be installed on the east and north sides ofAndrie Street <br />and 164th Lane. - <br />· Existing storm water catch basins be replaced and storm sewer be extended to portions of <br />Andrie Street in several areas. <br />· The three cuI de sacs, Halas, Fortmann, and Driscoll Circles, receive only a bituminous <br />overlay of the existing pavement as proposed under the current project. <br /> <br />In addition, the petition is requesting that the assessment for these improvements be limited to <br />one half the cost ofthe bituminous overlay as currently proposed under IP 08-06. <br />Since a portion of the project costs are anticipated to be special assessed to the benefitted <br />properties, the next step would be the preparation of a feasibility study describing the scope of <br />the improvements to be made along with their costs and financing. The petitioners have been <br />advised that this project would not be possible to be constructed until after the 2008 construction <br />season. The proposed improvements on the cuI de sac streets are considerably different in scope <br />and cost from those being proposed on Andrie Street and 164th Lane. Staff suggests that these <br />properties be considered under a separate project. Attached to this case is a figure illustrating the <br />petitioners within the benefitted area as suggested by staff. It should be noted that 36 of 68 of the <br />properties have signed this petition <br /> <br />Project Interactions: <br /> <br />It is worth noting that the petitioned project will be a separate project from IP 08-06. Although IP <br />08-06 has not been authorized by Council as were the other Street Maintenance Program projects <br />onMay 13, 2008, the Council has asked that alternate bids be solicited for this project. This <br />keeps open the possibility that this project may be authorized sometime during the 2008 <br /> <br />-91- <br />
