/

The City of Ramsey,

May 7, 2008

Thank you for your quick response to my fence I driveway permit
(RA015880). I appreciate all the detail in how to do my fence properly. I
would though like to appeal the denial of my driveway permit. The reason
given was "cannot gain access". I will state my reasons for wanting 'to re-do
my driveway:

It has needed replacement since I bought the house over 10 years ago. The
skirt has settled and the asphalt has been cracking and breaking off
progressively over the years. Some areas were poorly installed at a
thickness of less than 1 inch. It posed a safety hazard for my children. I
have been hoping for a new concrete driveway with space to turn a car, play
basketball and provide a safe, level, friendlier area for my children to play.

With the new road going in (the straightening out of 167th), I anticipate
much heavier, faster traffic in the future not to mention the construction
process. I would like to discontinue using the current 167th access as it will
be more difficult to enter the traffic flow. In bringing this up at the March
20 meeting I talked to a Tim and made my suggestion that I turn the
driveway towards Gamet not 167th. He thought it was a good idea given
that the less driveway outlets on 167th the better and said he understood my
personal concerns~ He also said (but did not promise) that the city may be
able to, at the time of road construction make Gamet St. or part of it
accessible.

Another concern given the added traffic, as well as construction traffic will
be the safety of my children (three still at home ages 14,7, and 3). This is
the reason I want to build a fence, in order to keep them from running out
on 167th. We have till now enjoyed the "fenceless" environment of our
neighborhood, as well as the acreage and resulting wide areas between
houses and roads. Our neighborhood is changing, I feel I need a fence to
help restrict my children in a controllable area. If my-driveway feeds out to
167th this is not possible. Short of an electric gate I could not minimize
their access to the street. The fence goes along with the driveway direction
change. If I cannot redirect my driveway, it would do little good to build
the fence.

-5-
