discussion at this point in the meeting. He stated that Gamet Street is in horrible condition and
thinks that there was a miscommunication after the neighborhood meeting last August. He stated
that there are many potholes and the road has heaved in many large sections and many times has
standing water on it. He stated that at the meeting last year the neighbors were told that to
construct the street when water and utilities come in would cost $300 per foot. He stated that the
neighbors just want a street that works the way it should. He stated that the City did some
patching last week, but that is getting harder to do because there are just pieces of crumbling
road to deal with. He asked if the City planned to just patch the road for another 5 years.

Public Works Director Olson stated that the City agrees that the road is bad, but the City got the
impression from the meeting in August that the neighborhood wanted to wait until sewer and
water came through and the housing market bounced back before proceeding. He stated that he
thought that 10 of the 12 property owners had Purchase Agreements with Mr. Peterson. He
stated that he thought there was a consensus of the neighbors to continue patching. He stated
that since that time, there is the 1 67th road project to the south that he thinks will have City sewer
and water.

Assistant City Engineer Himmer stated that staff thought since they would be out in the area
anyway, it would be a good time to get soil borings and prepare cost estimates with and without
sewer and water for Gamet Street, to give to the neighborhood.

Chair Elvig stated that this appears to be new information for Mr. Smith and stated that at the
very least perhaps the City can clear up the drainage issues in the area. He stated that then
perhaps this can continue to have the overlays and patching, until the City sewer and water
comes through.

Public Works Director Olson stated that the feasibility study and cost assessment will take well
into the summer, so it will not be a project that happens this year, but their thought was to get the
information to present to the residents.

Mr. Smith asked who will pay for this project and noted that with only 12 homeowners along
Gamet, it is a very expensive project for them. He stated that he moved here in 1990 and he
doesn't think the road was built right in the beginning. He stated that the road has not even been
sealcoated since he moved here and now there are more cars, trucks, and school buses using the
road.

Chair Elvig stated that everyone agrees this road is a problem, but thought that the consensus of
the neighbors was to continue patching. He stated that, as indicated tonight, the City will begin
some preliminary work and cost estimates for completing the project sooner rather than later.

Case #4:

Update on IP 08-06 Andrie Street Improvements in North Fork Subdivision

City Engineer Jankowski stated that he would like to schedule a neighborhood informational
meeting sometime next week.

Councilmember Dehen stated that he thinks the trail will be an issue.

Public Works Committee / April 15, 2008
