Chair Elvig stated that the standard policy for curb and gutter streets are to put in a 10 foot wide
bituminous walkway.

City Engineer Jankowski stated that the City could put in a 5 foot wide concrete sidewalk rather
than the 10 foot bituminous path.

Chair Elvig stated that he feels the costs of this option should be ready for the neighborhood
meeting.

Councilmember Dehen stated that there are nice, high value homes in the area and if he lived
there, he would not be happy with a 10 foot bituminous trail, but stated that he would be more
supportive of a 5 foot wide sidewalk.

ChairElvig asked for the cost difference between the overlay and the upgrade to concrete curb
and gutter.

City Engineer Jankowski stated that there is approximately a $950,000 difference.

Public Works DirectorOlson noted that the City was not asking to reassess any ofthis cost, but it
would take up about 1 year's worth ofMSA funds.

City Engineer Jankowski stated that the new transportation tax is expected to bring in about one
million dollars a year.

Francis Welte, 16051 Andrie Street, asked how it was decided where the path would go.

City Engineer Jankowski stated that the path is located to the north and east because it gets the
most sun in the winter and the trails dry off quicker.

Mr. Welte asked how much of his lot would be taken if the path was 10 feet wide.

City Engineer Jankowski stated that the right of way is 33 feet from the center of the road, so the
City won't be taking any of his property, but it will be within about 1 foot ofthe property line.

Public Works Director Olson stated that he realizes that even though the City wouldn't take any
of their property for this that the Welte's have maintained and mowed this area for many, many
years.

Mr. Welte asked if the road would be constructed as a 9 ton road.

City Engineer Jankowski stated that it would be approximately the same width as the current
road, but meet MSA standards with parking allowed only on one side.

Carol Welte, 16051 Andrie Street, stated her concern that the road will have even more truck
traffic because trucks try to avoid the weigh station. She stated when the weigh station is open,

Public Works Committee / April 15, 2008
