An existinq dynamic display <br />that does not meet the structural requirements in clause 1 may continue as a non- <br />conforminq development subiect to'secti6n 300.29. An existinq dynamic display that <br />cannot meet th'eminimum size requirement in clause '5 must use the lamest size <br />pos'sible for one line of cqpv to fit i~ the available space. <br /> <br />c) Incentives. Outdoor advertisinq siqns do not need to serve the same way- <br />findinq function as do on-premises 'Siqns. Further. outdoor advertisinq siqns are no <br />lonqer allowed in the city., and there, is 'no potential tha~ t~eY will proliferate. Finally, <br />outdoor advertisinq siqns are in themselves distractinq and their remova.l serves public <br />safety. The city is 'extremely limited in its abiiity to cause the removal of those siqns. <br />This clause is intended to provide'incentives for the voluntary and uncompensated <br />removal of outdoor advertisinq siqns in certain settinqs. This removal results in an <br />overall advancement of one or more of the qoals set forth in this section that should <br />more than offset arw additional burden caused by the ince'ntives.
