Without those requirements. however. there is the <br />potential for numerous dynamic displavs to exist alonq any roadway. if more than one <br />dynamic displav can be seen from a qiven location on a road. the minimum displav time <br />becomes critical. If the display time is 'too short. a driver could be subiected to a view <br />that appears to have constant movement. This impact would obviouslv be compounded <br />in a corridor with multiple siqns. If dynamic displays become pervasive and there are no <br />meaninqfullimitations on each siqn's ability to chanqe frequently. drivers may be <br />subiected to an unsafe deqree of distraction and sensory overload. Therefore, a lonqer <br />display time is app,ropriate. " ." <br /> <br />A constant messaqe is typicallv needed on a siqn so that the public can use it to <br />identify and find an intended d,estination. Chanqinq messaqes detract from this way- <br />findinq purpose and could adversely affect drivinq conduct throuqh last-second lane <br />chanqes, stops, or turns. which could result in traffic accidents. Accordinqlv. dynamic <br />displavs qenerallV stioul~ not be allow~d to OCCUpy the ~ntire COpy and qraphic area of <br />a siqn. . <br /> <br />In conclusion. the city finds that dynamic displavs should be allowed on siqns but <br />with siqnificant controls'to minimize their proliferation and t,heir potential threats to public <br />safety. <br /> <br />b) Requlations. Dynamic displays on siqns are allowed subiect to the followinq <br />conditions: <br /> <br />1) Dvnamic displays are allowed on Iv on monument and pylon siqns for <br />conditionallv permitted uses in residential districts and for all uses in other districts. <br />Dynamic displays may OCCUPY no more t~an 35 percent of t~e actual COpy and qraphic <br />area. The remainder of the sign must not have the capabilitv to have dynamic displays <br />even if not used. Only one. contiquous dynamic display area is allowed on a siqn face; <br /> <br />2) A dynamic display may not chanqe or mo~e more often than once every <br />20 minutes. except one for which chanqes are necessary to correct hour-and-minute. . <br />date. or temperature information. Time. date. or temperature information is considered <br />one dynamic display and may not b~ I,ncluded as a comp~nent of any other dynamic <br />display. A display of time, date. orte~peratur~ must remain for atleast 20 minutes <br />befOre chanqinq to a different displaYl but the time, date, or temperature information <br />itself may chanqe no more often than once every three seconds; <br /> <br />3) The imaqes and fnessa~.es displayed must b~ static. and the transition <br /> <br />The ctricken language is deleted; the underline~ language is inserted. <br /> <br />54 <br />
