<br />Impact Assessment that the City conducted in partnership with Blue Cross Blue Shield and they <br />have been directly quantified with the research. <br /> <br />Mayor Pro Tern Elvig suggested that instead of saying fresh fruits and vegetables under Goal #2, <br />he would like to see it state "goods and fresh foods". He stated that he also agrees with <br />Councilmember Look that the term Town Center can be removed and just state that the strategy <br />is to promote a local farmer's market. <br /> <br />2) Park and Trail Dedication and Access Requirements for Saint Katharine Drexel <br />Catholic Communities <br /> <br />Associate Planner DaInes stated that staff has met with the church since the report was written <br />and the 2nd access issue appears to be resolved. She stated that staff is looking for feedback from <br />the Council on the appropriate park/trail dedication requirements. <br /> <br />Public Works Director Olson stated that initially, the church had asked the City to just look at 5 <br />acres and there was discussion of waiving the park dedication fees. He stated that at the request <br />of the Parks Commission, staff took a look at the entire 35 acres and at ways to accomplish <br />ill(~reased circulation at the rear of Central Park as well as provide another neighborhood <br />connection. He stated that for every plat that is along an MSA road, a trail is necessary. He <br />stated that if they gave the City easement along Variolite, the trail wouldn't necessarily have to <br />be constructed there. He stated that having the 2nd access to the site is very important from a <br />public safety standpoint. <br /> <br />Councilmember Jeffrey stated that he is a member of this church and was originally on the <br />Building Committee. He stated that he feels the plan, as presented tonight, breaks up this <br />beautiful piece of property into three chunks. He stated that Lord of Life does not have a public <br />street running through it. He stated that he would propose the right of way be right along the <br />property line. He stated that he would also suggest that the parkland on the site be moved to the <br />north side of the wetland area. <br /> <br />Public Works Director Olson stated that they drew up these maps for presentation to address the <br />issue of circulation of the park and neighborhood connections. He stated that the access can be <br />moved, but it cannot be within 150 feet of another access and it may limit the ability to expand <br />Central Park in the future. He stated that staff was just trying to provide options for discussion. <br />He noted that Lord of Life has a requirement, that if they put in a senior complex, they will have <br />to plat a road through the property. <br /> <br />Councilmember Olson stated that she is also a member of this church. She stated that she agrees <br />that it makes no sense to cut up this property the way it is proposed, since the City doesn't know <br />what will happen with the church or even the subdivision to the south. <br /> <br />Mayor Pro Tern Elvig asked what the impetuous is to drive this road through right now. <br /> <br />Community Development Director Miller stated that the road would not be put in right now. <br /> <br />City Council Work Session/May 6,2008 <br />Page 7 of 13 <br />
