<br />they had a plan not to allow development beyond 85th until a certain level was reached and he <br />thinks this saved the City because all the infrastructure was not failing at the same time, all the <br />buildings were not from the 1960's, nor were all the roads built at the same time. <br /> <br />Mayor Pro Tem Elvig stated that he likes the idea of staging, but not restricting people from <br />developing if they want to pay for it. <br /> <br />Councilmember Dehen stated that people can still come in and apply for a comprehensive plan <br />amendment and noted that he likes the staging language. <br /> <br />Councilmember Jeffrey expressed concern that a staging plan can create unrealistic expectations <br />for residents. <br /> <br />Councilmember Olson stated that the strategy says that the extension will be consistent with the <br />Comprehensive Sewer Plan and tied to the Comprehensive Plan Amendment policy. <br /> <br />Mayor Pro Tem Elvig stated that there appeared to be a Consensus for having a staging plan, but <br />leapfrogging properties would be okay if someone wants to pay for it and that a cap on volume <br />should be considered. He stated that he would like to see the second strategy point include that <br />this is an increased tax base. <br /> <br />Public Works Director Olson stated that he feels this strategy just says the City needs to follow <br />Section 429. <br /> <br />Councilmember Look questioned the strategy to plan growth that is contiguous to existing <br />development wherever possible and that makes the most efficient use of existing infrastructure. <br /> <br />Associate Planner DaInes stated that she thinks that point was about encouraging development in <br />the urban areas rather than rural areas. <br /> <br />Mr. Carlson stated that he thinks this statement may be missing an asterisk, because he thinks <br />that came from one of the public meetings and not staff. <br /> <br />There was a Consensus by the Council to delete this strategy. <br /> <br />Public Facilities <br /> <br />Mr. Carlson reviewed the two goals in the Public Facilities portion of the comprehensive plan. <br /> <br />There was a Consensus to keep these goals and strategies, as presented. <br /> <br />Community Health and Wellness <br /> <br />Mr. Carlson reviewed the six goals in the Community Health and Wellness portion of the <br />comprehensive plan.
