<br />Mayor Pro Tem Elvig stated that under Goal #2, he has a hard time with the terminology "cost <br />effective" because he fears that the City is setting itself up to say the City is going to find a way <br />to develop sewer and water for anyone who wants it. <br /> <br />City Administrator Ulrich suggested that "cost effective" be removed because it is misleading. <br /> <br />Councilmember Dehen questioned the use of the words rational and logical in the first strategy <br />under Goal #2. <br /> <br />There was a Consensus of the Council to remove the terms "cost effective" from Goal #2 and the <br />words "rational" and "logical" from the first strategy under Goal #2. <br /> <br />Assistant City Administrator Nelson asked if MUSA should be changed to "urban services". <br /> <br />The Council discussed the first strategy under Goal #2 and the need for a staging plan. <br /> <br />Public Works Director Olson stated that it is hard to stick to a staging plan when the City doesn't <br />have the ability to assess for sewer and water. <br /> <br />Councilmember Look stated that he feels this would impact the northern properties in the City. <br /> <br />Mayor Pro Tem Elvig stated that the pace is what concerns him. <br /> <br />Mr. Carlson stated that other cities have had a plan for a measured pace of growth. <br /> <br />Mayor Pro Tem Elvig stated that he would like to see a limit on the number of units built and not <br />necessarily where the path of the system would be. <br /> <br />Public Works Director Olson stated that this is what Andover did and they regretted it, but it <br />depends on what the Council wants to see for density. <br /> <br />Associate Planner DaInes stated that she feels this is the most important strategy in the entire <br />comprehensive plan. <br /> <br />COUJ}cilmember Dehen asked what the arguments were, both for and against, a staging plan. He <br />asked why it would be a bad idea to have a policy that if someone is willing to pay for sewer and <br />water, that would be considered poor planning. <br /> <br />Associate Planner DaInes stated that it is not necessarily poor planning, but a staging plan helps <br />to define land use in certain areas and establishes reasonable expectations for people on when <br />this may be available to them. <br /> <br />City Administrator Ulrich stated that if there is a staging plan, development can be consolidated <br />which makes it more efficient for things like police, fire, meter reading and line flushing. He <br />stated that he feels Brooklyn Park is a good example of how this helps the City. He stated that <br /> <br />City Council Work Session / May 6, 2008 <br />Page 5 of 13 <br />
