<br />Councilmember Strommen suggested that Goal #3 be changed to be about recreational facilities <br />and less about parks and trails. She stated that she agreed with Mr. Carlson's suggestion to <br />include some of the detailed descriptions in Goal #1. <br /> <br />Councilmember Look suggested that the wording of the strategy, secure a revenue source for <br />permanent park and open space protection be changed to "explore options" or "consider options <br />when appropriate". <br /> <br />Mr. Carlson stated that he sees this strategy as securing a revenue source for permanent <br />protection of parks and open space, not for a permanent park. <br /> <br />Mayor Pro Tern Elvig suggested changing the wording to "explore and secure adequate revenue <br />sources" . <br /> <br />Councilmember Jeffrey stated that he doesn't like the word adequate because it requires a <br />. judgment call. <br /> <br />Mr. Carlson confirmed that the Council would like the revenue source strategy included in both. <br />Goal #1 and Goal #3. <br /> <br />Assistant City Administrator Nelson asked if the Council wanted to expand beyond working with <br />the ARAA to plan for fields and facilities. She suggested changing the wording to "work with <br />organized athletic and community organizations". <br /> <br />There was a Consensus of the Council to make the changes, as discussed. <br /> <br />Urban Services <br /> <br />Mr. Carlson reviewed the two goals for the Urban Services portion of the comprehensive plan. <br /> <br />Councilmember Look stated that he feels that the first strategy under Goal # 1 should overlap <br />with the Lower Rum River Water Management Organization (LRRWMO). <br /> <br />Public Works Director Olson stated that there may be some overlap, but he doesn't think it <br />matters because the City can go above and beyond the LRRWMO. <br /> <br />Councilmember Strommen stated that she feels strategies 1, 7 and 8 could be combined. <br /> <br />Councilmember Look expressed concern about Best Management Practices and noted that he <br />assumes the LRRWMO would be responsible for this. <br /> <br />Councilmember Strommen stated that the City is still responsible for a storm water management <br />plan. <br /> <br />Public Works Director Olson noted that strategies 3 and 5 are also similar and could be <br />combined. <br /> <br />City Council Work Session / May 6, 2008 <br />Page 4 of 13 <br />
