Mayor Pro Tern Elvig suggested that the City needs to consider ways of getting people from the R TC to industrial sites and shopping areas. He stated that perhaps the City should pursue the Anoka County Traveler. Public Works Director Olson asked if Mayor Pro Tern Elvig meant having a circulator bus that operated within the City. Mr. Carlson suggested that the wording be changed from internal and external to "within Ramsey and to other communities". There was a Consensus of the Council to change this wording. Parks. Trails and Recreation Mr. Carlson reviewed the three goals In the Parks, Trails and Recreation portion of the comprehensive plan. Councilmember Dehen asked if there was anywhere in the City park system where people could ride mountain bikes. Public Works Director Olson stated that there was not a trail for this type of use in the City. Councilmember Strommen arrived at the meeting. Community Development Director Frolik noted that there is a strategy under Goal #1 that states that the City will design trails with a variety of surfaces appropriate for different uses. Associate Planner DaInes stated that there was quite a bit of discussion at the public meetings about not just having paved trails alongside the roadways. Mr. Carlson noted that the mention of ADA standards doesn't mean that every link in the trail system needs to be up to ADA standards. Associate Planner DaInes suggested that the language, ADA standards, can be removed because it is federal law. There was a Consensus of the Council to remove references to ADA standards. Councilmember Strommen asked how Goal #3 was different that Goal # 1, other than it is more descriptive. Mr. Carlson stated that perhaps some of the items could be folded into Goal #1.
