<br />Councilmember Dehen asked if Mr. Wattenhofer was living in the accessory structure currently <br />and whether he was aware of the issues related to the structure. <br /> <br />Mr. Wattenhofer stated that he does live in the accessory structure and only found out about the <br />issues after the horse barn burned down. <br /> <br />Councilmember Dehen stated that outside storage is not allowed and asked if Mr. Wattenhofer <br />planned to store anything outside. He suggested that Mr. Wattenhofer address the concerns <br />raised at the public hearing about traffic, noise and exhaust, for people watching the meeting on <br />television. <br /> <br />Mr. Wattenhofer stated that he had a few trailers, but they will fit inside the building. He stated <br />that there will not be anymore traffic than there currently is and noted that he will receive an <br />occasional UPS delivery. He stated that there will be no walk-in customer traffic and stated that <br />he also many times will go pick up any material he needs. He reiterated that the shop doors will <br />be closed because it is climate controlled. He stated that the powder coating apparatus has a <br />cartridge collection system, so the powder that doesn't make it onto a part is captured and the air <br />is recycled back into the building, so no exhaust will be coming out. He stated that there is <br />nothing toxic or explosive on site. <br /> <br />Councilmember Strommen stated that the history of this property is what is causing a lot of the <br />discussion and noted that the current owner's application meets all codes, so the fact that there <br />was a period of time, with the previous owner, where the building wasn't being used for what the <br />City thought it was should have no bearing on the outcome. <br /> <br />Community Development Director Miller stated that the previous owners did build a dwelling <br />unit in the accessory building, but any new owner would need to come before the Council for a <br />new CUP. <br /> <br />Councilmember Look stated that he finds what the previous owner did very disconcerting and <br />feels there was deception on their part. He stated that he has concerns that the previous owners <br />are still on site and hopes that the applicant is not misleading the Council. <br /> <br />Mr. Wattenhofer stated that there have been tensions between himself and the prior owners due <br />to this situation. He stated that he has had to put a lot of time and effort into this because of their <br />actions. <br /> <br />Councilmember Look asked if Mr. Wattenhofer had any involvement in the greenhouse that was <br />located on the property. <br /> <br />Mr. Wattenhofer stated that was Kurt Cain's and it has since been completely removed. He <br />stated that the field has been replanted and there are no horses on site. He noted that he has also <br />replaced the barbed wire fencing and planted some pine trees to make it look better. <br /> <br />Councilmember Dehen asked when the lease ends for the prior owners. <br /> <br />City Council / May 13, 2008 <br />Page 7 oft7 <br />
