Community Development Dir-ct� <br />CC: City Administrator Kurt Ulrich 1,ij`T ®1 <br />Community Development Director Amber Miller <br />City Attorney William Goodrich <br />Finance Officer Diana Lund <br />Date: 6/5/2008 <br />Re: Establish Fees for Administrative Home Occupation Permits and Administrative <br />Appeals <br />On May 13, 2008, the City Council amended the Home Occupation regulations to authorize City Staff <br />to review and approve certain home occupation applications administratively, contingent upon meeting <br />qualifying criteria. The next step in the process is to establish a fee for administratively issued home <br />occupation permits. City Staff is proposing a fee of $200. It is anticipated that Community <br />Development Staff will spend a minimum of 2 hours meeting with the applicant and processing an <br />application for a home occupation permit. The 2008 Rates and Fees establish a rate of $97:00 /hour for <br />Community Development Staff. In addition, the standard non- refundable fee associated with a and <br />use application is $200.00 plus costs incurred. It is staffs opinion that a flat fee of $200 is a very fair <br />rate in return for operating a business from the home versus a commercial district. <br />Also, within the last month the City has received two requests for administrative appeals from residents. <br />It has been noted that the City Rates and Charges do not include a fee for administrative appeals. <br />City Staff is proposing a fee of $100 for administrative appeals. <br />The following items are attached: <br />a) Proposed resolution to amend rates and charges <br />b) New home occupation permit application form <br />
