The economic development coordinator does not currently pick up any of the duties, and he does <br />not have any of the training to do even the most remedial planning approvals. Additionally, he <br />has picked up most of the property acquisition activities for Hwy 10 and has worked closely with <br />Police Department on the abatement activities. We are working on an expansion of this <br />position's duties with regard to marketing and retail /commercial development. It would be <br />almost impossible for this position to pick up additional duties that were not economic <br />development related. <br />The existing Associate Planner is picking up many of the ongoing responsibilities of the vacant <br />position in addition to her regular duties. Again, if this is expected to continue, her position <br />should be reclassified. <br />As long as we continue stretching current staff to try and cover the vacant position, we are less <br />likely to be able to maintain the consistent level of quality service we have been able to deliver in <br />the past. We will have less time to pursue grant funding /opportunities or other sources of <br />revenue, as they tend to be somewhat labor intensive and detail oriented. <br />• Can the position remain unfilled temporarily or permanently? Please <br />explain. <br />I have not considered the filling of this position in a vacuum. I have looked at it in the context of the <br />overall Community Development Department and the staffing plan for the entire department. I have <br />attached additional documentation for your review. <br />Currently the building division is staffed with a Building Official, Permit Technician, Division <br />Secretary, Plan Reviewer /Inspector, 3 Inspectors. <br />The following is building permit data for 2003 -2007 and 2008 year to date. I have included total <br />numbers less rural sewer permits which account for pumping permits for septic systems. For additional <br />information, I have also broken out other permit types. Because of the storm damage, there was an <br />unusually high number of roofing, siding, and window replacement permits. These permits fall under the <br />miscellaneous permits category on the monthly and year end reports. (Over) <br />
