A new explorer <br />program would be overseen by an officer and would also take time away from <br />patrol functions. <br />What is the budgetary impact if the position is not filled (e.g., additional <br />overtime costs, additional compensatory time off costs)? <br />Overtime is paid to cover shifts to maintain minimum coverage levels. Often <br />patrol shifts are "shorted" and no overtime is paid. We had intended to increase <br />our minimum coverage levels on weekends the summer of 2008, but would not do <br />so if an officer is not added. The call levels are such, that an additional officer is <br />needed on weekends to respond to calls. <br />There is currently a CSO within the department that would be considered to fill a <br />new officer position. The police department has invested approximately $12,000 <br />in hiring, training and uniforms for the current CSO. The City receives <br />approximately $6,600 in aid per "licensed officer" from the State of Minnesota. <br />The City receives this money for each officer that works at least seven months for <br />the agency during the calendar year. A current CSO has completed a month and <br />half as a licensed officer in 2008. For the City to receive the reimbursement from <br />the State, the City would have to activate his license by mid July. <br />3. Total cost of the position, e.g., salary, taxes, benefits <br />$59,663 <br />An additional $12,000 would be spent on hiring, training and uniforms for a new officer. <br />This amount would not be spent if a current CSO was hired as a licensed officer. The <br />current CSO wage is $17.04 per hour and the starting wage for an officer is $21.44 per <br />hour. The difference in wages for the remainder of 2008 would be approximately $4,576. <br />This amount would be made up by the reimbursement from the State if the officer was <br />licensed for 7 months in 2008. <br />If the position was filled with a current CSO and the CSO position was to remain vacant <br />(with duties being picked up by existing staff from another department) the annual cost to <br />the City would be approximately $12,612 for 2009.
