Can the position be filled internally? <br />Yes, the position can be filled internally, but issues in other areas within the <br />department would be created. This is not a matter of shifting duties to meet <br />needs at this time In stating that this position can be filled internally, it only <br />means that there is someone eligible (qualified) within the department. That's if <br />the eligible person was moved from his Community Service Officer (CSO) <br />position to the licensed officer position, it would create on opening in this area <br />The CSO's are currently handling all of the code enforcement duties for the City <br />of Ramsey. Code enforcement has become a priority of the Council and takes up <br />the majority of the CSO's time. There has been discussion to shift some Code <br />Enforcement duties to another department within the City. <br />What is the impact to residents if the position is not filled? <br />Citizens could see longer to response times particularly to non- emergency calls. <br />There will be less proactive policing being done by officers. The police <br />department receives numerous "extra patrol" requests on a weekly basis. Many of <br />these requests will not be attended to in a timely manner <br />What is the impact if the position is not filled? <br />Shifts will be "shorted This means that staffing will fall short of the ideal <br />minimum of three officers on duty per shift. We are unable to meet this standard <br />with the number of officers currently available. Shifts are "shorted" for a variety <br />of reasons. Officers miss shifts due to illness, vacations, and holidays. Officers <br />earn two weeks of vacation time when hired and can earn over four weeks with <br />years of service. Patrol time is also lost to an officers being injured while on duty. <br />Patrol had over 7000 hours of accumulated vacation, sick and holiday time to use <br />at the start of 2008. <br />Each patrol officer is in training, on average, about 40 hours a year That is <br />approximately 640 hours of patrol coverage that is lost. The Minnesota Peace <br />Officers Standard and Training (POST) board require 16 hours of training each <br />year and 48 hours over a three year license period. Officers receive training in all <br />areas of law enforcement each year, learning new skills and maintaining abilities <br />in previously obtained training POST mandated training makes up a large <br />portion of instruction time each year <br />• Can the service provided be reduced or eliminated? <br />Not patrol, but other functions and programs that officers participate in could be <br />reduced or eliminated. A great deal of patrol time is lost due to current programs <br />now provided. Officers participate in the Safety Camp and the National Night <br />Out programs.
