Commissioner Cleveland asked' if the City is considering any signage that will announce the
Town Center and if so will the signage conflict with the location of this proposed sign. .

Associate Planner DaInes stated there has been some discussion about Ramsey Town Signage.
The City has talked a little bit about doing some signage on Sunwood Drive and Armstrong.
They are also doing "Welcome to the City of Ramsey" signage and are working with the County
on that.

Mr. Sailor stated they are willing to work with the City on any additional signage for the Town
Center.

Commissioner Van Scoy asked if the electronic display met their guidelines.

Associate Planner DaInes stated they do not distinguish between electronic displays and other
signage. She noted the Planning Commission could have staff bring work forward to them at a
future meeting consider guidelines for electronic displays if they so request.

Commissioner Van Scoy asked how large was the electronic display portion of the sign.

Associate Planner DaInes stated it was approximately seventy square feet.

Motion by Chairperson Nixt, seconded by Commissioner Van Scoy, to recommend that City
Council adopt Findings of Fact relating to Shad Tracy Signs' request for a conditional use permit
to exceed sign size and height restrictions established in City Code because of the grade change
in elevation along Highway 10 and should be placed in the Findings of Fact between number 18
and 19.

Commissioner Van Scoy stated he was concerned about the electronic SIgn and without
regulations there will not be a requirement for the changes in the signage.

Mr. Sailor stated the purpose of the electronic display is to offer daily specials, time and
temperature along with working with the City for community events. He noted the sign is not
intended to flash; it is an electronic reader sign.

Commissioner Levine wondered if there were other municipalities that have regulations on how
often the electronic. sign can change.

Mr. Rick Ballantyne, Shad Tracy Signs, stated each City is different.

Associate Planner DaInes stated they do have a variety of electronic signs in the City right now.

Community Development Director Miller stated the other common way to regulate the sign is to
indicate the message cannot change for a set number of seconds. She stated this is fairly
common in other cities. The sign cannot be a distraction to motorists and cannot flash.

Planning Commission/May 1, 2008
Page 4 of6
