<br />Community Development Director Miller stated that she thinks staff has enough information to <br />draft an ordinance and bring it back to another work session. <br /> <br />Councilmember Olson stated that she likes the idea of requiring screening. <br /> <br />Councilmember Jeffrey stated that the City will not be able to get everybody and everything <br />encompassed in this ordinance. <br /> <br />Councilmember Dehen asked why the City couldn't just say that there is no vehicle that can be <br />parked in the back yard, so things need to be parked either on the driveway or on an improved <br />surface in the side yard. <br /> <br />Councilmember Elvig stated that this just moves the junk to the front of the house and makes the <br />problem more exposed. He stated that he would like to take a drive around and see what is out <br />there and would like time to process tonight's discussion. <br /> <br />Mayor Gamec suggested that there be a 10 foot setback and that it be properly screening with <br />opaque fencing. <br /> <br />Assistant Community Development Director Frolik asked if the Council would consider <br />evergreen trees as appropriate screening. <br /> <br />Councilmember Look stated that he thinks the fencing won't take care of the issue either because <br />there could be a 6 foot tall fence in front of a 10 foot tall vehicle. He stated that he thinks there <br />should be a certain acreage requirement for paving. <br /> <br />Councilmember Elvig stated that he would like to walk with some care here. He stated that the <br />City has started abatement and clean-up and if the City tries to push too hard, there will be <br />rebellion. He stated that he thinks there is consensus on some of the main points and he would <br />like to stop arguing. <br /> <br />Councilmember Dehen noted that the draft ordinance language came directly from the City of <br />East Bethel and they limit by the number of items. <br /> <br />Councilmember Elvig reiterated that he is not against a certain number of things being allowed. <br /> <br />City Administrator Ulrich stated that staff will bring this back to a future work session for more <br />discussion. <br /> <br />3) Social Host Ordinance <br /> <br />City Attorney Goodrich distributed a preamble to information included in the packet regarding <br />social hosts and asked the Council to read through it. <br /> <br />Police Chief Way stated that obviously, this ordinance is trying to discourage under age <br />consumption and possession of alcohol, when done at home and also makes adults or parents <br /> <br />City Council Work Session / June 3, 2008 <br />Page 10 of 16 <br />
