<br />Councilmember Dehen stated that Coon Rapids has a staff person that is paid to work on code <br />enforcement and thinks this may be something the City could consider, because he thinks it may <br />be cheaper to have a staff person dedicated to this, rather than officer time. <br /> <br />Councilmember Look asked about the pending list that shows nine properties on 146th Avenue <br />NW with blight. <br /> <br />Police Chief Way stated that this is a townhome development where construction debris has been <br />found. He stated that they were unsure if it was from the developer or the individual <br />homeowners, so they sent notices out individually. <br /> <br />2) Off-Street Parking Regulations in Residential Districts <br /> <br />Assistant Community Development Director Frolik stated that this draft ordinance had been <br />before the Council a few times already. <br /> <br />Community Development Director Miller stated that at the last Council meeting, staff was <br />directed to bring this back to a work session in conjunction with the abatement ordinallce <br />information. <br /> <br />Councilmember Jeffrey asked why this issue couldn't just be taken care of with the abatement <br />ordinance instead of trying to pin people down with a specific number of vehicles allowed. <br /> <br />Councilmember Dehen stated that the abatement process is only as good as the underlying <br />ordinance. He stated that he thinks Assistant Community Development Director Frolik did a <br />great job drafting this ordinance and he agrees with it because it strengthens the ordinance on <br />how residents can store vehicles~ <br /> <br />Councilmember Jeffrey noted that there are 145 cleared ordinance complaints and many of those <br />were for junk vehicles, so it is already working. <br /> <br />Councilmember Elvig asked what would happen with the new ordinance if there were 4 drivers <br />coming and going from a house and they also have a boat and trailer parked out back, with a <br />reasonable sized lot. <br /> <br />Community Development Director Miller stated that the new ordinance. would change the <br />setback requirements for parking pads. <br /> <br />Assistant Community Development Director Frolik stated that currently there is not a 5 foot <br />setback for parking pads, but the new ordinance would propose that if you develop a parking pad <br />on your property, then you would have to have a 5 foot setback. <br /> <br />Councilmember Look stated that he thinks the new ordinance needs to make an accommodation <br />for the number of licensed drivers in a household and would also like to see a provision that <br />requires that improved surfaces be connected to the main driveway.
