<br />blue van sitting in the back yard of someone's house and they hauled some class 5 out and threw <br />it under the tires. He suggested that perhaps there could be some language that requires it to be a <br />certain distance from the house, unless there is an accessory structure in the back. <br /> <br />Assistant Community Development Director Frolik stated that an earlier version of this <br />ordinance had addressed licensed drivers, but it was thought that it would be a challenge to <br />determine licensing in the households. <br /> <br />Councilmember Elvig stated that he is having a hard time with this because, in his area, people <br />put a few snowmobiles on a trailer and park it on the back of their lot and then switch it out with <br />the boat at different times of the year. He asked if this would be possible with the new <br />ordinance. <br /> <br />Councilmember Look stated that his ideas focused more on vehicles, not recreational items. <br /> <br />Councilmember Olson stated that this is a complaint based ordinance, so it would be incumbent <br />on the household to produce licenses for each driver~ <br /> <br />City Attorney Goodrich stated that if the City chose to go the criminal route, that could create <br />problems, because it would force people to incriminate themselves. <br /> <br />Councilmember Dehen asked if this new ordinance would allow trailers to park anywhere on a <br />lot as long as it is 5 feet from the property line. <br /> <br />Assistant Community Development Director Frolik stated that the new ordinance proposes that <br />trailers also need to be parked on an improved surface. <br /> <br />Councilmember Elvigstated that he has problems with this in the rural areas. <br /> <br />Councilmember Olson stated that she also had problems with requiring that for the rural areas of <br />the City. <br /> <br />Councilmember Dehen suggested taking the acreage requirement down. <br /> <br />Councilmember Elvig suggested that for the smaller parcels, such as 1 acre, there could be a <br />requirement for an improved surface. He stated that if the Council writes an ordinance that <br />immediately has 3,000 people that would be non-complaint, then that is a problem. He stated <br />that he wanted to find a common sense solution and perhaps the size of a lot would be the best <br />route. <br /> <br />Councilmember Dehen suggested anything. over 2 acres be allowed 8 items. <br /> <br />Councilmember Elvig stated that he doesn't have a problem with the suggested amount of items <br />allowed, but the requirement for an improved surface. <br /> <br />City Council Work Session / June 3, 2008 <br />Page 5 of 16 <br />
