He urged the City Council to <br />look at the rules that are in place and use them. <br /> <br />Councilmember Elvig stated that if the City follows the current rules, there will be commercial <br />development on this property. <br /> <br />Mr. Nutter stated that he would like the property to be taken out of commercial use. <br /> <br />Councilmember Jeffrey asked about the front yard frontage for standard residential areas and the <br />Clemens Development. <br /> <br />Community Development Director Trudgeon stated that typically the frontage is 80 feet, but in <br />the Mississippi River District it is 90 feet. He stated that he believes that there were some <br />variances granted in the Clemens Development. <br /> <br />Mr. Murphy stated that his proposed lots are 80, 80 and 84 feet, so he would ask for a variance of <br />10 feet for two lots and 6 feet for the last lot. <br /> <br />Councilmember Look asked the residents in attendance if they would support a low density <br />residential development. <br /> <br />The residents answered from their seats that they would support low density development. <br /> <br />Motion by Councilmember Look, seconded by Councilmember Elvig, to direct City staff to <br />begin the process of amending the comprehensive plan to allow low density housing on the <br />subj ect property. <br /> <br />Further Discussion: City Attorney Goodrich stated that the public hearing for this property was <br />held regarding medium density housing, so a new public hearing would be needed to consider <br />the change to low density housing. He stated that he recommends tabling or denying action and <br />move toward a public hearing for low density housing. <br /> <br />Councilmember Elvig withdrew his second and Councilmember Look withdrew his motion. <br /> <br />Community Development Director Trudgeon stated that he strongly urged the City Council not <br />to table action, but to make a decision to either support or deny the request. He stated that the <br />City could initiate land use discussions on their own, wait for the developer to make this request <br />or to look at this area through comprehensive plan discussions. <br /> <br />Councilmember Olson stated that the property owner could ask for a variance and divide this <br />parcel into three pieces and the City Council would have no control over what went in. <br /> <br />Community Development Director Trudgeon. stated that a single family home does not. come <br />before the City Council for site approval as long as they meet setback requirements.
