<br />June 6, 2008 <br />Revised June]3, 2008 <br /> <br />Tim Holm <br />17762 97th Street NW <br />Becker, MN 55308 <br /> <br />Re: Final Plat- Ebony Woods <br /> <br />Dear Mr. Holm; <br /> <br />We are in receipt of your final plat to develop a single-family subdivision in the City of Ramsey. <br />The final plat consists of seven sheets dated March 6, 2008 by Hakanson Anderson Associates, <br />Inc. We offer the following comments: <br /> <br />General: The final plat is proposing to develop three single-family units on the property. <br /> <br />Zoning: The property is currently zoned R-1 Residential (MUSA); single-family residential <br />dwellings are a pennitted use in this district. The property is located within the Mississippi <br />Critical River Overlay District. <br /> <br />Density: The subject property is approximately 1.1 acres in size. R-1 Single-Family Residential <br />allows for 1-3 units per acre. The sketch plan proposes three units which equates to a density of <br />2.72 units per acre. The density proposed meets City Code standards for the R-l District. <br /> <br />Lot Sizes: The minimum lot size in the Mississippi Critical River Overlay District is 12,500 <br />square feet. The final plat verifies compliance with this requirement. <br /> <br />Lot Dimensions: The minimum lot width in the Mississippi Critical River Overlay District is 90 <br />feet. The proposed plat shows two 80 foot lots and one 84 foot lot. A variance has been <br />approved to allow these dimensions. The proposed lots are 200 feet deep. <br /> <br />Lot Coverage: The Mississippi River Critical River Overlay District states that the <br />development shall preserve 50% of the land as open space, and restrict impervious (rooftop and <br />pavement) to 25% of the lot area (or up to 35% with a Conditional Use Permit). The final plat <br />indicates approximately 19% impervious surface for each lot and an overall green space of81 %, <br />which meets City Code standards. <br /> <br />Building Height/Architecture: The Mississippi River Critical River Overlay District states that <br />buildings shall not exceed 35 feet in height. Compliance with height restrictions is verified on <br />the building permit for single family homes. At the June] 0, 2008 City Council meeting, City <br />Council directed staff to require architectural renderings for each home. City Council stated <br />that each home shall have three colors, two separate building materials, and stagger the setback <br /> <br />-33- <br />
