Although single family plats are not subject to site plan review and <br />added stipulations, a covenant on the lot to ensure these suggestions are met is appropriate. <br /> <br />Access: Access is proposed on Ebony Street for all lots. These accesses are generally acceptable. <br />The Sketch Plan Letter indicated a traffic generation analysis would be prepared by staff. It is <br />staff's belief, given the small size (three lots) and that no additional streets are being proposed, <br />that this analysis is not required. City Staff finds the access plan acceptable. <br /> <br />Drainage and Grading: Drainage and grading plans for the three lot subdivision has been <br />prepared and been found to be acceptable. <br /> <br />Utilities: The development will need to be served by municipal water and sanitary sewer. Two <br />services were installed in Ebony Street in 2005 at your request. The Sketch Plan indicates three <br />(3) single~family units with two units sharing a single service stub. A third service will need to <br />be installed to service the third unit. <br /> <br />Drainage and Utility Easements: The plans propose to dedicate a ten foot drainage and utility <br />easement along the front perimeter and five foot drainage and utility easement around the side <br />and rear yard perimeters of the three proposed properties. <br /> <br />Sewer and Water Trunk and Lateral Charges: All subdivisions are subject to a series of <br />sewer and water trunk and lateral fees. It has been determined that trunk and lateral fees are due <br />on the two additional lots created. The City is in the process of drafting a development <br />agreement in association with the subdivision. The water trunk charge for 2008 is $2,022 per unit <br />and the sanitary sewer trunk charge for 2008 is $1,206 per unit. Total trunk fees due on this plat <br />will be $6,456.00, All development fees must be paid before release of the plat for recording at <br />Anoka County. <br /> <br />Stormwater Management Fee: The City has enacted a stormwater management fee; the <br />current rate is $425.00 per unit. The City will be collecting only on the two additional lots that <br />are being created. Total payment will equal $850,00. The payment of this fee will be required <br />prior to recording the plat. <br /> <br />Park and Trail Dedication Fees: The park dedication fee due on this plat will be $4,950,00 <br />($2,475 per unit). Park Dedication has been paid on a portion of the plat as part of the Riverside <br />West plat. The City will be collecting trail fees only on the two additional lots being created. <br />The trail fees total $1,200.00 ($600 per unit) for the plat. All fees must be paid before release of <br />the plat for recording. <br /> <br />Tree Preservation Plan: The City is in receipt of a tree inventory and preservation plan dated <br />March 6, 2008. The tree cover on site consists mostly of red cedar and American elm, both <br />native to this region, as well as Siberian elm, which is considered an invasive species. The plan <br />indicates that a portion of the existing trees along the eastern boundary of the property will be <br />preserved, which will provide some screening for the adjacent existing single family residences. <br />While Staff would encourage the removal of the Siberian elms, based on the proposed grading <br />plan, there seems to be an opportunity to preserve additional American elms. Per the tree <br />inventory, numbers 70,82,83,84 (a red, cedar), 100, 111, 112, 113 and 114 appear to be clear of <br />any grading activity. The location of the tree save fencing should be amended to protect these <br /> <br />-34- <br />
