Chair Elvig stated that he thought this was adopted as a formal policy. .

City Engineer Jankowski stated that he will check on this issue.

Councilmember Dehen stated that he is hesitant to reverse the policy and have the City initiate
this process. He stated that the City could take a proactive approach and get information to
people about what they would need to do if they wanted a feasibility study conducted.

Councilmember Olson stated that there were residents present from Chameleon Street to deliver
a petition.

Bruce Backler stated that he had a petition signed by 13 of the 20 property owners on their street.
He stated that they are not asking for a feasibility study, but for a paved street.

City Engineer Jankowski accepted the petition and noted that it would be presented at the next
Council meeting.

Mr. Backler stated that 173rd will be paved this summer and he would like Chameleon to be
paved along with this project. He stated that he thinks there is repair work scheduled for their
road on June 2nd and he would like the City to save this money and just go ahead and pave it.

Chair Elvig stated that the City is bound by procedure which means there needs to be a
feasibility study, a public hearing, a 60 day waiting period in addition to the bid process. He
stated that the City would also like to see this road paved.

Gary Dicks, 17531 Chameleon Street, asked if there would be MSA funds available since they
hook up to an MSA st~eet.

City Administrator Ulrich noted that in order to be eligible for MSA funding, the road must
connect from one MSA street to another MSA street.

Motion by Councilmember Dehen, seconded by Councilmember Olson, to recommend that the
City Council direct staff to contact all affected property owners by letter that live on unpaved
roads to see if there is anything the City can do to foster petitions for feasibility studies for
paving these roads.

Further Discussion: Councilmember Olson asked how many unpaved streets are left in the City.
City Engineer Jankowski stated that there are about 4 miles unpaved, but some of these are
roadways that have only 3 homes on them that will probably notever be paved. He stated that he
can prepare a draft letter and a map of where the unpaved areas are for the next Public Works
Committee meeting.

Motion carried.
