Motion carried. Voting Yes: Chairperson Elvig, Councilmembers Dehen and Olson. Voting
No: None.

Chair Elvig asked for comments from residents that did not support the petition.

Greg Fritz, 16280 Audrie Street, stated that in the letter sent to residents by City Engineer
Jankowski, stated that by the May 13, 2008 Council meeting there needed to be a petition signed
by 50% or a majority of the area residents to consider a project other than the overlay. He stated
that at this meeting, Mr. Kingston did not have a majority of the signatures. He asked if the.
Council could still decide to conduct the feasibility study without meeting the time frame outlined
in the letter.

,
Chair Elvig stated that the timeframe isn't critical and thinks the date was included as a reference
date for discussion on this topic.

City Engineer Jankowski noted that the street maintenance projects were on the agenda at the
May 13,2008 meeting and the Council needed to decide whether IP 08-06 would be ordered or
not.

Mr. Fritz stated that at the April 23, 2008 informational meeting, the City's position was that
they wouldn't support this project without the inclusion of sidewalks and asked if that was still
the City's stance.

City Engineer Jankowski stated that it is still staff s recommendation that sidewalks are included,
if there is a reconstruction, because there is an effort to make walkable communities.

Mr. Fritz asked if the assessment would be determined by the feasibility study.

City Engineer Jankowski stated that the feasibility study will determine the cost and how it
should be financed and noted that a public hearing will be held.

Mr. Fritz stated that if the assessment amount is more than that assumed $1,577, he thinks that
. will change miI1ds about whether they want the reconstruction project. He stated that he supports
the overlay project..

Case #5:

Discussion of Policies Regarding the Paving of Dirt Streets

City Engineer Jankowski stated that there have three areas that have shown an interest in paving
dirt streets; Chameleon Street, Collins Drive and Beatty Avenue. He stated that he has had a
conversation with a resident on Chameleon Street that is interested in having the street paved, but
was concerned about repercussions from the neighborhood if he passed around a petition. He
stated that in the past, it has been an unwritten policy that the City would not initiate projects,
even though by a 4/5 vote the Council could do that. He stated that for the last 2 dirt street
projects, the City has picked up 50% of the costs even though that is also not a formal policy.

Public Works Committee / May 20, 2008
Page 7 of9
