Ramsey is the "Council-Manager Plan" as defined by <br />current Minnesota State Statutes. The City Administrator is responsible for managing the <br />day-to-day operations of the City and for carrying out policies adopted by the City Council. <br />The current Administrator is Kurt Ulrich, effective September 17, 2007. City counsel <br />consists of a Mayor and six Council members, which are elected at large on a nonpartisan <br />basis. These elections are held in November of each even numbered year. Terms of office <br />are four years for Mayor and four for Council members. The total adopted 2008 budget for Ramsey is $10 million, a 5 percent decrease from <br />the previous yea:t;'s budget. The primary source of funding for the city are taxes, which are <br />expected to generate $7.1 million (72 percent of all revenues). Intergovernmental revenue <br />Oocal government aid) and licenses and permits are the second largest sources of city <br />revenue at roughly $700 thousand (7 percent of revenues). <br /> <br />The largest expense category is public safety, representing 43 percent of operating expenses, <br />followed by general government services at 27 percent. Expenses for the parks department <br />are expected to total $1.1 million, or 10 percent of operating expenditures.
