TRUST
'w
P1JBLlC
LAND
... RAMSEY CITY, MINNESOTA

Feasibility Study

Many Ramsey residents moved to the area because of its location in the Metropolitan Area -
25 miles from Minneapolis, its housing opportunities and its rural character. Ramsey's
location now [mds itself in an area of transition, which oftentimes conflicts between urban
and rural development patterns.

Demographics
The City of Ramsey has experienced two distinct growth spurts. The first occurred in the
early 1970s as residential lots were affordable and people wanted to be in the metro area.
This period of time is referred to as a typical "bedroom community" where there are lots of
households but few jobs. The second spurt occurred in the early 1990s with the expansion
of the Metropolitan Urban Services Area and the availability of platted lots and low interest
rates. During the last half of 1997 development slowed with the passage of various
amendments to the City Charter and the
placement of a moratorium on residential
housing developments in the City.2

Blaine 54,927 22%
Oak Grove 8,249 19%
Rarnse 22,059 19%
Ham Lake 15,005 18%
Andover 30,207 14%
Coon Ra ids 63,649 3%
Anoka 18,076 0%
Source: Metropolitan Council Estimates & 2000 US
census

The City of Ramsey is the fourth most
populous city in Anoka County and has
experienced 19 percent increase in population
since 2000. Only Blaine experienced a higher
percent increase at 22 percent, while Oak Grove
also had 19 percent increase in growth. As of
2006, Ramsey's population was 22,059 and
according to the Metropolitan Council it is
expected to reach 45,000 by the year 2020. Once the city reaches population over 25,000 it
will gain Stanton Group 5 (suburbs with populations over 25,000) and will need to hire
additional staff to keep up with the service needs of the growing community.3 Anoka
County experienced dramatic and rapid population growth during the last half of the 20th
century-a rate of nearly 35 percent throughout the 1990s. Another indicator of growth are
residential building permits. In 2006 the City of Ramsey had 176 residential building
permits, which marked an increase of 49 percent since 2001. However, the number issued in
2006 was down from 391 issued in 2005 and compared to the average number of building
permits (294) between 1990 -1994 it appears building has decreased.4

22001 Comprehensive Plan, p III-4
32006 Annual Report for City of Ramsey, Minnesota
4 IBID, p.
