2) City ~Bu~il public hearing and regular meeting minutes dated February 11, 1992. <br />3) City :1~_~o~ un~il public hearing and regular meeting minutes dated February 25, 1992. <br />4) Econo.init :Development Authority regular meeting minutes dated February 25, 1992. <br /> <br />PUBLIC HEARINGS <br />Chairperson' BaWden adjourned the regular Planning and Zoning Commission meeting at 7:55 in <br />order to conduct the following public hearings: <br /> <br />1) PropoSed Ordinance to amend Chapter 9 of the Ramsey City Code regarding signs <br /> <br />2) ReqU~¢~st fOr a conditional use permit to establish auto repair/towing/new parts sales on <br /> property zOned R-3 Urban Residential; Case of ATH, Inc. <br /> <br />Chairperson Bawden called the regular Planning and Zoning Commission meeting back to order at <br />8:07 p.m. <br /> <br />COMMISSION BUSINESS (Continued) <br />Case #2: i Request for Sketch Plan Review <br /> Wtnslow Holasek and Ed Hamilton <br /> <br />of Mississippi Heights; Case of <br /> <br />Zoning AdmirlistrOtor Frolik stated that Winslow Holasek and Lora Hamilton are requesting sketch <br />plan review for a plat proposed to be named Mississippi Heights. The plat is located on the south <br />side of RiverOalelDrive. The proposed plat consists of 11 acres to be developed with 19 urban <br />single family l~ts. [ She stated the subject plat is in the Critical River Corridor and that all the lots in <br />the plat meet ill of the Critical River and R-1 Urban Residential area and dimension requirements. <br />Ms. Frolik informed the Commission that all of the lots, with the exception of two, would have <br />access to int¢~or ed:feets in the plat. Two of the lots would have direct access onto Riverdale Drive. <br />There are twor'cul~de-sacs in the plat which are in compliance with the 600 foot length restriction. <br />She noted thaJt th.e construction of the western cul-de-sac as a through street design would be <br />beneficial tO !the iplat design. The advantages to a through street would be eliminating an <br />undesirable pht d~sign feature of one access point for 17 lots, eliminating double frontages for <br />Lots 15 and 1,6, increasing the total number of lots by one, and better lot shapes, particularly for <br />Lot 17. <br /> <br />Mr. Holasek a6d Ms. Hamilton were present and discussion ensued regarding the two accesses. <br /> <br />Commissioner Hendriksen stated two entrances are required for safety reasons. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Holland to recommend that the <br />developers pr6ceed to apply for preliminary plat approval with the western cul-de-sac drawn as a <br />through street. <br /> <br />Further discussion: Mr. Holasek inquired about Item #6, Drainage, in the City Staff letter. He <br />asked who wohldpay for the basin if it is required as the majority of the water comes off from the <br />City streets, !Ms. F~rolik stated that since the storm sewer already exists, the catch basin may not be <br />required. Slmisut~gested this item could be negotiated with the City Engineer. Mr. Holasek and <br />Ms. Hamilt0fi stated they would appeal the recommendation of the Planning and Zoning <br />Commission tO the City Council if it passes. <br /> <br />Motion carri~ <br />Hendriksen, L <br /> <br />~d.
