<br />Motion by Commissioner Shryock, seconded by Commissioner Backous to recommend City <br />Council authorize staff to seek bids for the construction of the concrete skate park elements as <br />presented, pursuant to the 2008 Parks Capital Improvement program. <br /> <br />Motion carried. Voting Yes: Chairperson Johns, Commissioners Shryock, Backous, Barr, <br />Erickson, Hansen, and LaMere. Voting No: None. Absent: None. <br /> <br />Case #4: <br /> <br />Park Dedication for Saint Katharine Drexel Catholic Community <br /> <br />Civil Engineer II Linton advised that Saint Katharine Drexel Catholic Communities has <br />submitted a sketch plan for a minor subdivision at the northwest comer of 161st Avenue NW and <br />Variolite Street NW. They are proposing to construct church and parking lot on the site. The <br />minor plat is to develop 5 acres of the site, the remainder will be an outlot for future <br />development. He advised that staffhad many meetings with the Church on this matter, with the <br />addition of a Council worksession on Tuesday. He stated that the decision was for a land <br />dedication with a 66-foot right of way on the western edge of the property to connect Y olight <br />with 161 st Avenue and access out of Central Park. He advised that they would also construct a <br />trail from 161 st Avenue to Central Park and provide a trail right of way along Variolite Street. <br />He advised that staff recommends park dedication for Saint Katharine Drexel Catholic <br />Communities first phase be satisfied according to the agreement reached at the May 2, 2008 <br />meeting and that trail fees be satisfied in the same manner. <br /> <br />Commissioner Shryock questioned if the width of the trail easement would be 66 feet. <br /> <br />Civil Engineer II Linton confirmed that information. <br /> <br />Commissioner Shryock questioned if the Church would have a second access for their lot. <br /> <br />Civil Engineer II Linton advised that as a public safety issue they would like another access in <br />the future. <br /> <br />Public Works Director Olson advised that in the future they would have to go back through the <br />planning process to do whatever they decide with the remainder of the land. He advised that if <br />they did choose to expand the Church, the City would just ask that they add another access point <br />to the parking lot on 161 st Avenue. <br /> <br />Chairperson Johns questioned ifthis donation covered the five acres or the total 30 acres. <br /> <br />Civil Engineer II Linton advised that the land donation would cover the entire 30 acres. <br /> <br />Chairperson Johns questioned ifthe issues ofponding were discussed in the meetings. <br /> <br />Parks Supervisor Riverblood advised that the issue was complicated enough and that those <br />suggestions did not come up. <br /> <br />Park and Recreation Commission/May 8, 2008 <br />Page 11 of 13 <br />
