We are attempting to complete our due <br />diligence and provide all the information to the homeowner so he can make an informed <br />decision, but to date he is unwillip.g to listen. Go back to the original segment one boundaries an~ stop the project at Limonite Street. <br />Doing so would eliminate the need for any acquisition on the westerly end of the project, <br />aside from some temporary construction easements. All the work could be completed <br />without any taking of property. This approach would result in project redundancy or a <br />larger taking in the future if/when the roadway curvature along 166th.Avenue is corrected. <br /> <br />Staff Recommendation: <br /> <br />Staff recommends option 2 above. This may result in the use of eminent domain to acquire a <br />portion ofland from 7131 166thAvenue NW. lfthe City is goingto reconstruct this road to State <br />Aid standards, than this approach would resolve the situation now and be the least impactful to <br />property owners and the environment. <br /> <br />Funding: <br /> <br />This entire roadway project including design, acquisition, street and trail construction, storm <br />sewer installation, landscaping, and potential wetland impacts/mitigation are proposed to be paid <br />for with MSA funds. It is estimated that total MSA expenditures for this project are $875,000. <br />The sanitary sewer and watermain portions of this project are proposed to be funded through <br />their corresponding Utility.Funds. It is estimated that $190,000 would be financed through the <br />Water Utility Fund, and $250,000 through the Sewer Utility Fund. <br /> <br />Council Action: <br /> <br />.
