<br />CASE # <br /> <br />\3 <br /> <br />SUNFISH LAKE PARK - MASTER PLAN ADOPTION AND PARK DEVELOPMENT <br />By: Mark Riverblood, Parks Supervisor <br /> <br />Background: <br /> <br />The purpose of this case is to adopt the Master Plan for Sunfish Lake Park, and to begin the <br />process of. park improvements. At their June 2008 meeting, the Park and Recreation <br />Commission recommended adoption of the plan, and Master Plan Report. The bullet points <br />below briefly highlight some of the key steps leading to the present state of Sunfish Lake Park: <br /> <br />. A long-term Park's Capital Improvement Program (CIP) goal is. realized when the <br />proposed park is acquired from Waste Management through an industrial land purchase. <br />. During the process of Park Dedication determinationJor the Village of Sunfish Lake, the <br />Park and Recreation Commission recommends that the proposed Sunfish Lake Park serve <br />that subdivision's park needs - and, that 15% of the Park Dedication proceeds <br />(approx~mately $34,800) be allocated to park planning. <br />. As part of the annual CIP process, $30,000 is allocated for park planning; and $300,000 <br />is projected for Sunfish Lake Park construction in 2008. <br />. The City contracts with Brauer and Associates for the design services - which includes a <br />mailed invitation for public participation to all homes and businesses within 3000' feet of <br />the proposed park. <br />. Staff guides the design process, and the Commission and Council refine three concepts to . <br />a preferred concept with a trail paralleling Sunfish Lake Boulevard identified as a 'high' <br />priority by the residents and Commission. <br /> <br />Observations: <br /> <br />Overall, the planning process for the Sunfish Lake Park has gone well; according to schedule, <br />and the resulting 'Master Plan' is believed to be consistent with all of the public input received- <br />as well as the direction provided by City Council and the Park and Recreation Commission. <br /> <br />As the Committee may recall, Brauer and Associates were determined to be the best qualified for <br />providing the consulting services - and were by far themost economical., Brauer and Associates <br />performed well, and also came in under budget, despite encouptering design changes late in the <br />process (realignment for safety benefits of the entrance to Sunwood Drive). <br /> <br />It should be further noted that a part of the economic success of this planning endeavor is owed <br />to engineering staff, for accommodating the topographic and tree survey work into their spring <br />work plan. <br /> <br />Attached for your information are the following items, (the entire Master Plan Report is available <br />separate from the agenda); <br /> <br />.
