<br />5 - Implementation Plan <br /> <br />NEXT STEPS... <br /> <br />Master planning for the proposed improvements at Sunfish Lake Park is the first step in <br />making the public's ideas become reality. This level of design sets the purpose. goals <br />and general guidelines for the project. As funding becomes available to proceed with <br />part or all of the enhancements, refined design will be required.. The process of design <br />is intended to raise and answer questions in a logic:al.manner. Working from the broad <br />concepts framed by the Master Plan to the detail of construction documents, each step <br />is intended to give affected parties the information required to proceed or revise the <br />design. In order of refinement the following are the normal steps taken toward realizing <br />the proposed improvements of any given project: <br /> <br />Schematic Design <br />This portion of the design process is intended to give the owner and others more <br />detailed plans and sketches and cost estimates to allow for informed decisions <br />regarding space requirements. proportions, and appearance and cost alternatives. <br />Also preliminary research into agency requirements and permits and potential <br />compliance of the project with these regulations should be performed. <br /> <br />Design Development <br />This step is a further refinement of drawings and estimates of cost. Issues concerning <br />project systems should be explored along with material Choices and construction <br />techniques. These alternatives and their probable cost/benefit must be investigated to <br />insure a design that will be in compliance with available funding and provide a project <br />that is maintainable. The owner and consultant should review the design development <br />documents with affected agency reviewers to receive guidance on the projects <br />potential approval, the approval process and the likely time required in formal agency <br />review. <br /> <br />Construction Documents <br />These documents are prepared for cost effective bidding or negotiation of the project <br />construction and will form a part of any contract with a contractor. All systems, materials <br />and dimensions must be described and accurately depicted to give contractors <br />guidance as to the final project requirements. In addition to construction documents <br />being used for construction they also are the final documents used in any agency <br />approval process. <br /> <br />Review and Approvals <br />This master plan has been reviewed by the City of Ramsey City Council and the Parks <br />Commissions, their comments and recommendations are incorporated in this master <br />plan or contained in an appendix. As a master plan their approval is only as it applies <br />to the broad concepts and direction contained in this master planning document. As <br />the improvements are funded for implementation definitive review of each proposed <br />development must be made. <br /> <br />In addition to city commission and council approval. most improvements that involve <br />disturbance of the site will require approval of the work and mitigating efforts by the <br />Lower Rum River Water Management Organization. <br /> <br />Sunfish Lake Park <br />Master Plan <br /> <br />5.4 <br /> <br />-342- <br />
