PUBLIC HEARING <br />PLANNING AND ZONING COMMISSION <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey!Pl~ning and Zoning Commission conducted a public hearing on Tuesday, September <br />1, 1992 at ~ Ritmsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota <br />to hear a re'q~estifor a conditional use permit amendment to allow the disassembly of engines and <br />transmissionl~ w'_!thin a building and permit the acceptance of other materials on a limited basis at <br />Danny's Alh~in~m Processing, Inc.; Case of Dan Karst. <br /> <br />Members Present: <br /> <br />Chairperson David Bawden <br />Commissioner Benjamin Deemer <br />Commissioner Paul Holland <br />Commissioner Charles LaDue <br />Commissioner Michael Terry <br />Commissioner Bradley Thorud <br /> <br />Members Ab~nt: <br />Also Present:. <br /> <br />Commissioner Terry Hendriksen <br /> <br />Zoning Administrator Sylvia Frolik <br />City Administrator Ryan Schroeder <br /> <br />CALL TO ORDER <br /> <br />Chairperson Bawden called the public hearing to order at 7:39 p.m. <br />PRESENTATION <br /> <br />Zoning AdminislXator Frolik stated tlmt Mr. Karst is proposing to amend his current conditional <br />use permit tO~ allow for disassembly of engines and transmissions within a building and he is <br />asking to beatloWed to accept other non-hazardous metals on a limited basis. She stated that in the <br />spring of 1941, l~Ir. Karst applied for site plan review and a CUP amendment for disassembly of <br />engines and ransmissions, which Planning and Zoning did recommend for approval At the <br />request of 1Vtt. K~st, the case was temporarily tabled and not forwarded to Council for a final <br />decision. A ye~ has past since then and now Mr. Karst is requesting that the CUP amendment <br />and site plan Ipe forwarded to Council. Because of substantial changes to the CUP amendment and <br />site plan, another Public hearing was justified. <br /> <br />CITIZEN ,.INPUT <br /> <br />Bob Browns i~wtler of Production Design, 14161 Basalt Street N.W., Ramsey - stated he has <br />owned the bt~sin~ss across the street from Danny's Aluminum Processing, Inc. since 1983. He <br />added he's been a~Ramsey resident for 20 years and that he is opposed to a conditional use permit <br />being issued t[o 1}anny's Aluminum Processing. He raised the following questions: 1) Why <br />should Mr. Khrstibe granted a CUP amendment when he hasn't abided by his existing CUP; 2) <br />Why did Mr.[ Karst leave the City of Rogers (Mr. Brown suggested it was because he was <br />"booted" out Of there for noncompliance of his conditional use permit); 3) Why does the City of <br />Ramsey need!' one more junk yard; and 4) What's Mr. Karst doing with hazardous waste (He <br />stated holes ~e dug in the back yard where he's been burying waste). He added his (Brown) <br />property tax.goes iup every year and he's across the street from a salvage yard.
