Councilmember Dehen asked if someone, for instance, was stealing from the City and the
auditors didn't catch it, are there disclaimers that the City cannot hold the auditors liable for
missing this.

Mr. Nielsen stated that for the audit, they do not look at every transaction, but only a sampling.

Finance Officer Lund stated that as part of the audit, they interview people outside of the Finance
Department, such as City Administrator Ulrich and Councilmember Strommen, to see if they
have any areas of concern regarding finances.

Mr. Nielsen reviewed the information included in the packet and the upcoming accounting and
auditing updates.

Councilmember Dehen asked how much the audit services cost the City.

Finance Officer Lund noted that the audits are mandatory and cost about $27,000 a year. She
stated that she wanted to give a big thank you to Sandy Carlson from the Finance Department for
putting together a majority of the report information.

Mayor Gamec stated that over the years, the City has had excellent reports and thanked the
whole Finance Department for working together as a team to get this done.

Finance Officer Lund noted that Mr. Nielsen will also give a brief presentation at the Council
meeting.

2) 2009 General Fund Budget

City Administrator Ulrich stated that the information being handed out was a very preliminary,
rough budget and includes all requests from the departments. He stated that he will sit down
with each department, individually, to go over their requests line item, by line item, and then
bring a revised preliminary budget back to the Council. He stated that he wants to make it clear
that the budget, in its current form, is unacceptable to him.

Mayor Gamec asked what will happen with the tax valuations.

Finance Officer Lund stated that the County is still working on its numbers, but has given a
tentative amount of 1%.

City Administrator Ulrich asked what the projected growth was for commercial and residential.

Finance Officer Lund stated that for 2007, it was 3.5% for commercial and 2.2% for residential,
. but there are no numbers for 2008 yet.

Councilmember Strommen stated that as staff looks through this budget, she would like there to
be consideration given to things like fuel efficient vehicles and landscaping regimes that require
less maintenance.

City Council Work Session I June 10,2008
Page 2 of5
