<br />Mayor Gamec asked when the budget would be back before the Council for discussion. <br /> <br />Finance Officer Lund stated that staff will bring a revised budget back to the Council at the end <br />of July. <br /> <br />Case #3: <br /> <br />Andrie Street/164th Lane Street Improvements <br /> <br />City Engineer Jankowski stated that staff needs input from the Council on the benefited Andrie <br />Street/164th Lane properties. He stated that there are 10 comer lots that according to current <br />policy, would not be assessed. He stated that he wanted to make sure the Council was aware of <br />this when they were discussing possible financing options for this project. He stated that there <br />are other ways of dealing with comer lots that could be considered, such as a 50% assessment for <br />this project and then the other 50% assessment when their other frontage street is improved. <br /> <br />Mayor Gamec stated that he thinks it is importantto be consistent with what the City has done in <br />the past. <br /> <br />Councilmember Elvigasked if there were any ideas on the cost of this project. <br /> <br />City Engineer Jankowski stated that the last portion of the packet reviewed the possible <br />distribution for the project and noted that it had been separated into 3 areas: Curb and Gutter; <br />Street; and Storm Sewer. <br /> <br />Councilmember Dehen asked what the notation of Cost with 25% OH stood for. <br /> <br />City Engineer Jankowski stated that this was for overhead costs, which include things like, <br />design, staking, bidding, interim financing and some contingencies. <br /> <br />Councilmember Olson stated that because of the scope of this project, she likes the idea of <br />assessing the comer lots 50% now and 50% when their other road is improved. <br /> <br />Councilmember Elvigstated that when this was before the Public Works Committee, his opinion <br />was that the people benefiting would only pay the cost they would have paid for an overlay and <br />the remaining costs would be born by the City through the use of MSA funds. He stated that this <br />road is under-constructed for the amount of traffic using it. <br /> <br />Mayor Gamec expressed concern that other MSA projects will come to the City, but there won't <br />be adequate funding to do them. He stated that he feels this is a big policy question, because if <br />the City does this for one, then it will set a precedent for doing them all. He stated that he is <br />thinking of streets like Dysprosium and Sunwood that the City has coming up. <br /> <br />Councilmember Elvig stated that the State doesn't want us to have too much money in the fund <br />either, so the City should spend it down. <br /> <br />City Council Work Session / June 10, 2008 <br />Page 3 of5 <br />
