<br />Speed of Change in Message: . <br />Based on discussion with electronic sign users, the sign ordinance proposes a maximum sign <br />change speed of 3 seconds. This speed appears to be reasonable to allow business owners enough <br />use of the dynamic display message, yet would prohibit flashing or scrolling. <br /> <br />Other Proposed Regulations: <br />As part of the ordinance revisions, if a business installs a functioning dynamic display, the use of <br />temporary signs would no longer be permitted. Multi-tenant centers would be permitted to install <br />one temporary sign instead of three (if dynamic display is installed and functional). <br /> <br />Recommendation: <br /> <br />Staff recommends that the Planning Commission recommend approval of the proposed <br />ordinance. <br /> <br />Commission Action: <br /> <br />Motion to recommend that the City Council adopt the proposed ordinance to amend SIgn <br />regulations to establish dynamic display standards. <br /> <br />Review Checklist: <br />Asst.
