<br />Councilmember Olson asked if the City used MSA funds for reconstruction whether there were <br />other critical proj ects that the City would be taking money from. <br /> <br />City Engineer Jankowski noted that the City receives a certain amount of funding per year, but <br />he thinks there would be sufficient funds for next year. <br /> <br />City Administrator Ulrich stated that there will also be additional MSA funds available with the <br />new transportation legislation. <br /> <br />Mr. Kingston stated that the neighborhood's alternate proposal requires 20% less MSA funding <br />that the proposal that they were presented. <br /> <br />Chair Elvig stated that he supports the proposal and would support funding with MSA dollars as <br />the assessment to residents what they would be assessed for an overlay project. <br /> <br />Councilmember Olson stated that she would be in favor of assessing 100% of the cost for curb <br />and gutter and using MSA for the reconstruction p<?rtion. <br /> <br />Councilmember Dehen stated that he agrees with Chair Elvig. <br /> <br />Chair Elvig stated that he feels the City has the responsibility as it grows and the streets become <br />obsolete to assist in upgrading them. <br /> <br />Councilmember Olson stated that there is asphalt curb and gutter falling apart all over the City <br />and she doesn't want to set a precedent that the City will pay for concrete curb and gutter all <br />through the City. <br /> <br />Chair Elvig thinks the overall road policy needs to be reviewed, but doesn't think this will set a <br />precedent because it will use MSA funds and this is a high traffic road used by many other. <br />people, not just the ones who live there. <br /> <br />Councilmember Dehen confirmed that cuI de sacs are not eligible to use MSA funds. <br /> <br />City Administrator Ulrich stated that in Champlin and Moundsview, they used MSA funds to <br />pay the difference between regular assessments and the additional costs of a project. He <br />recommended that the City take a close look at the policy to make sure it is sustainable and <br />affordable. <br /> <br />Chair Elvig suggested that this item be put on a future agenda. <br /> <br />Public Works Superintendent Reimer noted that curb and gutter is a critical part of this project. <br /> <br />Motion by Chair Elvig, seconded by Councilmember Dehen, to recommend that a feasibility <br />study be conducted to look at an upgrade of the Andrie Street/164th Lane per the citizen petition <br />received May 20, 2008. <br /> <br />Public Works Committee / May 20, 2008 <br />Page 6 of9 <br />
