Voting <br />No: None. <br /> <br />Chair Elvig asked for comments from residents that did not support the petition. <br /> <br />Greg Fritz, 16280 Andrie Street, stated that in the letter sent to residents by City Engineer <br />Jankowski, stated that by the May 13,2008 Council meeting there needed to be a petition signed <br />by 50% or a majority of the area residents to consider a project other than the overlay. He stated <br />that at this meeting, Mr. Kingston did not have a majority of the signatures. He asked if the <br />Council could still decide to conduct the feasibility study without meeting the timeframe outlined <br />in the letter. <br /> <br />Chair Elvig stated that the timeframe isn't critical and thinks the date was included as a reference <br />date for discussion on this topic. <br /> <br />City Engineer Jankowski noted that the street maintenance projects were on the agenda at the <br />May 13, 2008 meeting and the Council needed to decide whether IP 08-06 would be ordered or <br />not. <br /> <br />Mr. Fritz stated that at the April 23, 2008 informational meeting, the City's position was that <br />they wouldn't support this project without the inclusion of sidewalks and asked if that was still <br />the City's stance. <br /> <br />City Engineer Jankowski stated that it is still staff's recommendation that sidewalks are included, <br />if there is a reconstruction, because there is an effort to make walkable communities. <br /> <br />Mr. Fritz asked if the assessment would be determined by the feasibility study. <br /> <br />City Engineer Jankowski stated that the feasibility study will determine the cost and how it <br />should be financed and noted that a public hearing will be held. <br /> <br />Mr. Fritz stated that if the assessment amount is more than that assumed $1,577, he thinks that <br />will change minds about whether they want the reconstruction project. He stated that he supports <br />the overlay project. <br /> <br />Case #5: <br /> <br />Discussion of Policies Regarding the Paving of Dirt Streets <br /> <br />City Engineer Jankowski stated that there have three areas that have shown an interest in paving <br />dirt streets; Chameleon Street, Collins Drive and Beatty Avenue. He stated that he has had a <br />conversation with a resident on Chameleon Street that is interested in having the street paved, but <br />was concerned about repercussions from the neighborhood if he passed around a petition. He <br />stated that in the past, it has been an unwritten policy that the City would not initiate projects, <br />even though by a 4/5 vote the Council could do that. He stated that for the last 2 dirt street <br />projects, the City has picked up 50% of the costs even though that is also not a formal policy. <br /> <br />Public Works Committee / May 20,2008 <br />Page 7 of9 <br />
