Background <br />Staff Recommendation <br />By: Givonna Reed Kone, Human Resources Manager <br />Reclassification of Fire Marshal position to Fire Inspector <br />Staff makes the following recommendations for Committee and City Council <br />consideration: <br />CASE #: <br />CONSIDER A RESOLUTION RECLASSIFYING THE FIRE MARSHAL <br />POSITION TO FIRE INSPECTOR AND AUTHORIZING STAFF TO BEGIN <br />THE RECRUITMENT PROCESS FOR A FIRE INSPECTOR <br />In early 2004, the City created its first full-time Fire Inspector position and, in 2005, the <br />position was reclassified to Fire Marshal. The City's current Fire Marshal has resigned <br />from his position effective July 7, 2008. <br />The Fire Chief has conducted an extensive review of the departnient's needs and is <br />recommending that the Fire Marshal position be reclassified to a Fire Inspector position. <br />Eliminating the Fire Marshal position and hiring a new Fire Inspector will result in salary <br />savings; however, the amount of the salary savings will depend upon the hiring wage of <br />the new Fire Inspector, <br />The proposed reclassification is possible because prior to 2006 Dean Kapler was the <br />Public Works Director/Fire Chief. In 2006, Mr. Kapler bec the full-time Fire Chief. <br />As the full-time Fire Chief, Mr, Kapler now has more time to contribute to the Fire <br />Department which enables him to take on some of the responsibilities of the <br />management-level Fire Marshal position, including building and maintaining the City's <br />rapport with community members, providing daily work direction and making final <br />decisions relative to fire code interpretation. <br />Consider Granting Authorization to Begin Recruiting a Fire Inspector <br />The Fire Chief has completed an analysis of the Fire Department's staffing needs and is <br />recommending that staff be granted authorization to fill the Fire Inspector position, <br />pending approval of the proposed reclassification. The Fire Chief has completed the <br />evaluation criteria (attached) which explains in detail the need for the Fire Inspector <br />position. <br />1. Authorize the reclassification of the Fire Marshal position to Fire Inspector <br />
