Is the position essential? <br />Memo <br />To: Kurt Ulrich, City Administrator <br />From: Dean Kapler, Fire Chief /Emergency Management Director <br />CC: Givonna Reed Kone, Human Resources Manager <br />Date: June 16, 2008 <br />Re: Justification for replacement of Fire Marshal Position <br />It should be noted that I do not intend to replace the current Fire Marshal <br />position, but rather propose hiring a Fire Inspector. There are two distinct <br />benefits to this plan. First a positive budget impact; the starting salary of a Fire <br />Inspector will provide substantial savings to that of a Fire Marshal. (details below) <br />The other benefit is the Fire Inspector will be working under very close <br />supervision by the Fire Chief. By doing this I will maintain close contact with the <br />new Fire Inspector while he /she develops or demonstrates the ability to deal with <br />our community in a professional, courteous, helpful manner. This job function <br />encompasses a wide variety of duties as the Fire Administrative staff is a small <br />team of three including the secretary. With a job description that covers <br />everything from code compliance to education in the community to <br />administrative responses to emergency response, a qualified candidate must be <br />versatile, a self starter, energetic, responsible, ethical, strong willed, and good <br />natured. As code compliance issues arise, it is my commitment to be intimately <br />involved with the process to assure a smooth transition from the Fire Marshal <br />format to that of a Fire Inspector.
