Essential positions are those that provide core public health and safety <br />services; emergency and disaster assistance; and preservation of the <br />essential elements of the City's financial activities. <br />The host community is responsible for compliance to the adopted fire <br />code. (Currently 2007 Minnesota State Fire Code) There is a substantial <br />difference between Fire and Building codes. Once buildings are completed, <br />less a substantial addition or remodeling, the building code involvement <br />ends. Fire code has responsibilities during construction (design review, <br />suppression system requirements, emergency vehicle access, alarm and <br />warning systems) but also have responsibilities that continue throughout <br />the life of the building. Items such as maintenance of emergency systems <br />(alarms and warning devises) means of egress (exit), control of hazardous <br />substances, ongoing inspections of hazardous processes must be <br />maintained in an ongoing manner. <br />The Fire Inspector is an essential role for the public safety of the <br />community from the concept stage, design . of new structures, assuring <br />proper equipment is in place during construction and assuring ongoing <br />compliance to adopted codes. <br />As mentioned above this position will be expected to respond to <br />emergency incidents. The "daytime" volume of calls in Ramsey continues <br />to grow disproportionally to that of night and weekends. It is essential to <br />keep the daytime response number of staff consistent, Currently 3 Public <br />• Works and 1 Police staff are utilized for emergency response along with <br />the Fire Chief and Fire Marshal. <br />2. Is the position critical? <br />Critical positions are positions that are, for example, one - position job <br />classes or positions with duties that cannot be modified, reassigned or <br />eliminated. Detailed responses to the following questions will be required <br />in determining whether or not a position is "critical" to providing high- <br />quality services to residents, business owners and /or employees: <br />• Explain how this position is key to achieving the strategic goals <br />identified by the City Council. <br />2 <br />
