7.82 Alarm System <br />7.82.01 Purpose. The Council of the City deems it necessary to provide for the special <br />and express regulation of alarm systems which are designed to signal the presence of a hazard <br />requiring urgent attention and to which public safety personnel are expected to respond in order <br />to protect the public health, safety and welfare. <br />7.82.02 Declaration of Policy. The Council has determined that the regulation of alarm <br />systems is necessary in order to reduce the increasing frequency of false alarms in Ramsey. The <br />great number and increasing frequency of these false alarms requires intensive, time- consuming <br />efforts by the Police Department and Fire Department and thereby distracts from and reduces the <br />level of services available to the rest of the community. This diminishes the ability of the City to <br />promote the general health, welfare and safety of the community. In consideration for the <br />necessity on the part of the City to provide numerous Public Safety services in one area to work <br />to the detriment of members of the general public, it is hereby decided that the alarm systems <br />shall be regulated through the permit process. <br />7.82,03 Definitions <br />Public Safety Personnel — means the law enforcement and fire department <br />officers of the City. <br />Alarm User — means the person, firm partnership, association, cooperative, <br />company or organization of any kind in control of any building, structure, or facility wherein an <br />alarm system is maintained. <br />Anoka County Communication Center — is the facility operated by the County <br />of Anoka, State of Minnesota to receive emergency requests for service and general information <br />from the public to be dispatched to respective public safety units. <br />False Alarm — means an alarm signal eliciting a response by public safety <br />personnel when a situation requiring a response does not, in fact, exist, and which is caused by <br />the activation of the alarm system through mechanical failure, alarm malfunction, intentional <br />acts, improper installation or the inadvertence of the owner or lessee of an alarm system or their <br />employees, agents or of a third party. False alarms do not include alarms caused by climatic <br />conditions such as tornadoes, thunderstorms, utility line mishaps, violent conditions of nature or <br />any other conditions which are clearly beyond the control of the alarm manufacturer, installer or <br />owner. <br />year. <br />Calendar Year — shall mean the period January 1 through December 31 of each <br />
