7.82.04 Permits and Exemptions <br />Subdivision 1. Permits. Effective January 1, 1990, every alarm user who, <br />during the course of a calendar year, incurs more than two false police alarms, or more than one <br />false fire alarm shall be required to obtain an alarm user permit. <br />Subd. 2. Contents of Permit. The alarm user applying for the permit <br />required in this Section shall state on a permit application form provided by the Chief of Police <br />or their designee, their name; the address of the residence or business in or on which the alarm <br />system has been installed; their telephone number; the name, address, and telephone number of <br />the lessor of the system if leased; whether the system was installed by the alarm user, and if not <br />so installed, the name and, if available, the certification number of the business installing the <br />alarm system; and the name and telephone number of at least one other person (in the case of a <br />nonresidential alarm user applicant, at least two persons) who can be reached at any time, day or <br />night, and is authorized to respond to an alarm signal and who may enter the premises in which <br />the alarm system is installed. <br />Subd. 3. Every alarm user licensed under this Section shall be required to <br />provide the Chief of Police or their designee with any changes in the information required to be <br />submitted on the permit application. <br />Subd. 4. Review of Permit. The Chief of Police shall review the issuance <br />of all police alarm permits. The Chief of Police, in consultation with the Fire Chief, shall review <br />the issuance of all fire alarm permits. <br />Subd. 5. Process for Issuance of Permit. Upon receipt and determination <br />of the third false police alarm report or the second false fire alarm report at an address, the Chief <br />of Police, after review, may notify the Administrator, who shall then assess the alarm user for an <br />alarm user's permit. The assessment invoice shall be sent by certified mail. The alarm user must <br />submit the required permit fee to the Administrator within thirty (30) working days after receipt <br />of the assessment invoice, in order to continue to use their alarm system. Any subsequent false <br />police or fire alarm at that address shall automatically revoke that permit and the process must <br />then be repeated. This process shall be repeated for each and every false alarm in excess of two <br />false police alarms and in excess of one false fire alarm during each calendar year. <br />Subd. 6. Duration of Permit. All permits, unless otherwise revoked, will <br />expire at the end of each calendar year. <br />Subd. 7. Exemptions. The provisions of this Section are not applicable to <br />audible alarms affixed to automobiles. <br />Subd. 8. Exemptions. If any business or residence has two or more <br />separate alarm systems only one security alarm permit shall be required per location. In <br />assessing any penalties for repeat false alarms, a business or residence with two or more separate <br />alarm systems, shall be treated as having one system in reference to the amount of false alarms <br />permitted prior to being penalized. <br />
