Subd. 9, No false alarms, as defined herein, shall be accrued toward the two <br />alarm limit during the sixty (60) day period after the initial installation of an alarm system at a <br />location. <br />7.82.05 Requirements and Duties <br />Subdivision 1. False Alarm Reports. The Chief of Police may require a <br />false alarm report to be filed by the alarm user with the Chief of Police, within a time period to <br />be specified by the Chief of Police. If the Chief of Police determines that a false alarm has <br />occurred at an address, the alarm user at that address may submit a written report to the Chief of <br />Police to explain the cause of the alarm activation. If the Chief of Police determines that the <br />alarm was caused by conditions beyond the control of the alarm user, the alarm will not be <br />counted as a false alarm at that address. <br />False alarms will be excused if they are the result of an effort or order to upgrade, install, test, or <br />maintain an alarm system and if the Police Department is given adequate notice in advance of <br />said upgrade, installation, test and maintenance. <br />7.82.06 Prohibitions <br />Subdivision 1. Alarm Systems Utilizing Taping or Prerecorded Messages, No <br />person shall install, monitor or use and possess an operative alarm which utilizes taped or <br />prerecorded messages which deliver a telephone alarm message to the Anoka County <br />Communication Center or the Ramsey Police or Fire Departments directly or via City <br />administration lines. <br />7.82.07 Permit Fees <br />Subdivision 1. Fees. The fees for alarm user's permits shall be as set forth <br />by Council resolution for police alarm systems and for fire alarm systems. <br />Subd. 2. Expiration. Alarm user's permits shall expire on the last day of <br />each calendar year. Alarm user's permits shall not be required in the next calendar year until <br />there are more than two false police alarms or one false fire alarm reported at the alarm user's <br />address during the next calendar year. <br />Subd. 3. Exemptions. The United States Government, State of Minnesota, <br />City or any departments thereof and independent school districts are exempt from the fee <br />requirement stated above. <br />7.82.08 Revocation and Suspension of Permit <br />Subdivision 1. Basis for Revocation or Suspension. In addition to the automatic <br />revocation process described in, the Chief of Police may suspend or revoke any alarm use permit <br />issued pursuant to this Subsection if the Chief of Police finds that any of the following occur: <br />
