Community Development Director Miller stated that it is the same company, however, the
original appraisal price was for the entire property and this is just for a portion of that. She noted
that this property is not a buildable lot by itself.

Councilmember Dehen stated that he doesn't entirely agree with Councilmember Strommen's
comments about the City getting involved. He stated that Mr. Perkins had the opportunity to buy
this property, but didn't want to pay the price that KIH was asking, so he doesn't know if the
City needed to get involved. He stated that sometimes people cannot buy what they want to
either because the price is too high. He stated that while he feels it is noble to try to help
businesses, it just doesn't make good sense to do this.

Economic Development Coordinator Sullivan stated that he wanted to clarify that the previous
owner, KIH, did not have an active business on the site and it was just used for storage.

Mayor Gamec stated that the property before was a disgrace and the previous owners didn't do
anything with it.

Motion by Mayor Gamec, seconded by Councilmember Strommen, to execute a Purchase
Agreement to sell the North 120 feet of Lot 2, Block 2, Gateway North Industrial Park to Dave
Perkins Contracting.

Further Discussion: Councilmember Jeffrey asked if Mayor Gamec and Councilmember
Strommen were willing to go to the high end of the range in the letter of opinion.

Motion amended by Mayor Gamec, seconded by Councilmember Strommen, to execute a
Purchase Agreement to sell the North 120 feet of Lot 2, Block 2, Gateway North Industrial Park
to Dave Perkins Contracting, for a price of$3.25 per sq. ft.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Strommen, Dehen, Jeffrey, Look,
and Olson. Voting No: None. Absent: Councilmember Elvig.

Case #9:

Introduce Ordinance Amending Section 9.11.04 (Accessory Structures) of the
Zoning Chapter of City Code

Community Development Director Miller stated that there are a few minor housekeeping items
and staff has revised the architectural standards chart to make them easier to understand. She
stated, as mentioned earlier tonight, staff is also recommending increasing the total amount of
accessory space allowed on all parcels that are 1 to 10 acres, by 200 sq. ft., and also increase the
number of allowable buildings by one. She stated that the other change would be that the small,
shed-type structures would be included in the calculation of allowable square footage. She stated
that currently these small structures are not included in these calculations. She stated that these
structures do not require a building permit, so they are considered temporary structures and
people can have as many of them as they want. She stated that the hope is that this will prevent
people from adding 6 of these small sheds to try to get away from falling under the accessory
structure guidelines.

City Council / June 24, 2008
