Councilmember Dehen stated that he understands the recommendation of increasing the square
footage, but doesn't understand why the City would allow another building.

Community Development Director Miller reiterated that currently these small structures do not
count toward the total amount, so staff felt if they were counted, that one more structure could be
allowed. She stated that the idea is to encourage people to get rid of the smaller structures and
have larger, permanent structures. She stated that, however, if people have smaller lots, they
didn't want to prohibit these types of structures, so there is a place to store kid's bikes and toys.

Councilmember Strommen asked if staff had considered increasing the square footage, but not
adding an additional structure.

Community Development Director Miller stated that staff would be fine with this, if it is what
the Council would like.

Motion by Councilmember Dehen, seconded by Councilmember Look, to amend the proposed
ordinance to increase the allowable square footage of accessory buildings by 200 sq. ft., but not
increase the number allowable buildings.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Dehen, Look, Jeffrey, Olson, and
Strommen. Voting No: None. Absent: Councilmember Elvig.

Motion by Councilmember Jeffrey, seconded by Councilmember Look, to introduce Ordinance
#08-XX to amend Section 9.11.04 (Accessory Structures) of the Ramsey City Code, as
amended.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Jeffrey, Look, Dehen, Olson, and
Strommen. Voting No: None. Absent: Councilmember Elvig.

Case #10:

Update on Improvement Project #08-27 _167th Avenue NW Realignment

Assistant City Engineer Himmer stated that staff was directed to prepare plans and specifications
for the realignment of 16ih Avenue NW in April 2008. He stated that there were thoughts to
expand the project to take out some sharp curves in the road along 166th Avenue NW. He stated
that this expansion would impact the property at 7131-166th Avenue, but the property owner does
not support this because it would impact his front yard and driveway area. He stated that he has
had a conversation with the property owner at 7131-166th Avenue and rather than just the City
acquiring a portion of this lot for this realignment, he would prefer if the City would acquire his
whole parcel. He stated that staff has 3 options for the Council to consider: Stay with the
proposed alignment and work with impacted property owners for acquisition; Revert back to
preliminary design; or Go back to the original segment one boundaries and stop the project at
Limonite Street.

Mayor Gamec asked if the realignment could be shifted to go through the wetland. He stated
that this area has been looked at for years and he would like to do this the right way. He stated

City Council / June 24, 2008
Page 14 of17
