<br />that he would like to see the City work something out with the property owner at 7131 - 166th <br />Avenue. <br /> <br />Councilmember Dehen asked if the City can pursue eminent domain for just a portion of the lot. <br />He asked how much of the lot would be effected by the realignment. <br /> <br />Assistant City Engineer Himmer stated that it is about 3,650 sq. ft. <br /> <br />City Attorney Goodrich stated that the City could use eminent domain proceedings for a portion <br />of the lot, however, it may be cheaper, in the long run, to acquire the entire parcel. <br /> <br />Councilmember Dehen stated that he really doesn't like the eminent domain process and asked if <br />clipping the corner of this property would really devalue the lot. <br /> <br />Mayor Gamec stated that this could go back and forth and he thinks the easiest way to resolve <br />this may be to go through the wetland. He stated that he really doesn't want to buy the whole <br />parcel, so he would like to at least try the wetland option. <br /> <br />Councilmember Dehen stated that he thought it was difficult to construct a road through wetland <br />areas. <br /> <br />Public Works Director Olson stated that it can be done, and noted that the City did it on <br />Sunwood Drive; however, the City was required to put in a box culvert to allow for animals to <br />cross underneath the road, which cost an additional $150,000. He stated that the cost will also <br />depend on how deep the peat level is. <br /> <br />Assistant City Engineer Himmer stated that the preliminary soil borings have not found any peat. <br /> <br />Councilmember Look asked if the property owner at 7100 - 166th Avenue had an issue with the <br />realignment, if it went through the wetland areas. He suggested that staff come up with dollar <br />amounts for the options and come back to the Council. <br /> <br />Councilmember Strommen agreed that there is no way the Council can make an economic <br />decision on this without knowing the potential costs for the different options. . <br /> <br />Public Works Director Olson stated that they will research the potential costs for the options and <br />bring it back for further Council discussion. <br /> <br />No action taken. <br /> <br />Case #11: <br /> <br />Consider Advertising for Bids for 08-35 East Ramsey Parkway Wear Course <br /> <br />Civil Engineer II Linton stated that East Ramsey Parkway was constructed by the developer in <br />2004, but the developer asked that the wear course be delayed to prevent damage during <br />construction of Meandering Commons. He stated that this road was due for the wear course in <br />2005, but it has not yet happened. He stated that staff would like to go out for bids to complete <br /> <br />City Council /June 24, 2008 <br />Page 15 of 17 <br />
