<br />Case #3: <br /> <br />Request for Final Plat Review of Knoll Properties; Case of Anderson Dahlen, <br />Inc. <br /> <br />Management Intern Gladhill stated that the next step for this property is replatting to <br />accommodate the proposed expansion. He reviewed the final plat and noted that there will be <br />no new access points for this property, but that Lot 2 will have access, in the future, from 143rd <br />Avenue. He stated that staff is recommending deferring the development charges on Lot 2, <br />Block 1, until a development proposal is brought forward for that parcel. He stated that the <br />Planning Commission reviewed this on June 5, 2008 and recommended approval. He stated that <br />the applicant has requested that they have reduced fees for Stormwater, Sanitary Sewer Trunk <br />and Water Trunk because they are not bringing in sewer and water lines. He stated that these <br />fees are typically charged by acres. <br /> <br />Mayor Gamec asked if there were any other businesses that have expanded similar to this one <br />and whether fees had been discounted. <br /> <br />Management Intern Gladhill stated that he was not aware of any that required a mmor <br />subdivision. <br /> <br />Councilmember Dehen stated that whatever the Council decides to do, he would like to be <br />consistent. <br /> <br />Councilmember Elvig stated that he agrees with Councilmember Dehen,but cannot think of <br />another situation that is similar to this. He stated that he would not be opposed to a reduced fee, <br />since there will be no extra services provided. <br /> <br />Mayor Gamec stated that he would like staff to review this more closely because this will set a <br />precedent. He suggested that it also be reviewed by the EDA, but noted that he doesn't think a <br />decision on that issue should be made tonight. He stated that perhaps, if the EDA recommends it, <br />the applicant could be reimbursed some fees at a later time. <br /> <br />Councilmember Jeffrey stated that if this would have been one lot, they would have paid the <br />entire fee, so he does not see this as charging them double, but the appropriate amount based on <br />the acreage. <br /> <br />Councilmember Elvig agreed that bringing a case to the EDA to discuss this issue seems fair. <br /> <br />Mayor Gamec noted that there are no guarantees that any of the fees will be reimbursed, but the <br />City can take a look at this is closer detail. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Olson, to adopt Resolution #08- <br />06-113 granting final plat approval to Knoll Properties Addition, contingent upon compliance <br />with the City Staff Review Letter dated June 20,2008. <br /> <br />City Council / June 24, 2008 <br />Page 6 of 17 <br />
