CASE # ~

CONSIDER REQUEST FOR STOP OR YIELD SIGN AT THE
INTERSECTION OF HEDGEHOG STREET AND 155TJ-I LANE
By: Steven Jankowski, City Engineer

Background:

On June 11,2008 a letter was received from Mrs. Allanna Quarberg, 8131 15Sth Lane
along with a petition signed by seven property owners within the vicinity of the
intersection of Hedgehog Street and 15Sth Lane requesting that some traffic control be
installed at this intersection. A copy of this petition is attached to this case. Staff was
directed by City Council on July 8,2008 to conduct an investigation to determine
whether it is appropriate to place either Stop or Yield signs on any two legs of this
intersection.

The location of this intersection is illustrated on the attached figure. Staff has reviewed
the intersection and offers the following information as background in considering this
request.

. Accident history ~ A review of the police department records dating back for a
five year period shows one reported accident at this intersection which occurred
on August 31, 2007. A copy of this accident report is attached to this case.

. Traffic - Traffic counts were taken on July 7,2008 on all four legs of this
intersection. The peak hour count represents an average value of 10% of the total
daily traffic volume. The results of this traffic volume study are as follows:
Daily Peak
Street Leg. Traffic Hour
Hedgehog North 291 29
Hedgehog South 243 24
155th Lane East 396 40
155th Lane West 158 16
Intersection 1088 109

Data on traffic speed was collected using the police de~artment speed trailer for
21 hours on two consecutive dates, Wednesday June 4t and Thursday June 5th
2008. This data was taken during the afternoon and evening hours. The
information obtained shows that motorists are traveling at or near the posted 30
mile per hour speed; although it is acknowledged that the presence of the trailer
can have a calming efrect on traffic speed. A copy of the report dated is attached
to this case.
. Sight Distance - A site review of the intersection shows that t4e vision clearance
triangles on both southern comers are not being met for an uncontrolled
intersection which require a triangle with 50 foot legs along intersecting curb lines
be free from visual obstructions. The sight lines across the northeast comer is also

9
