<br /> <br />CASE # ~ <br /> <br />CONSIDER REQUEST FOR STOP OR YIELD SIGN AT THE <br />INTERSECTION OF HEDGEHOG STREET AND 155TJ-I LANE <br />By: Steven Jankowski, City Engineer <br /> <br /> <br />Background: <br /> <br />On June 11,2008 a letter was received from Mrs. Allanna Quarberg, 8131 15Sth Lane <br />along with a petition signed by seven property owners within the vicinity of the <br />intersection of Hedgehog Street and 15Sth Lane requesting that some traffic control be <br />installed at this intersection. A copy of this petition is attached to this case. Staff was <br />directed by City Council on July 8,2008 to conduct an investigation to determine <br />whether it is appropriate to place either Stop or Yield signs on any two legs of this <br />intersection. <br /> <br />The location of this intersection is illustrated on the attached figure. Staff has reviewed <br />the intersection and offers the following information as background in considering this <br />request. <br /> <br />. Accident history ~ A review of the police department records dating back for a <br />five year period shows one reported accident at this intersection which occurred <br />on August 31, 2007. A copy of this accident report is attached to this case. <br /> <br />. Traffic - Traffic counts were taken on July 7,2008 on all four legs of this <br />intersection. The peak hour count represents an average value of 10% of the total <br />daily traffic volume. The results of this traffic volume study are as follows: <br />Daily Peak <br />Street Leg. Traffic Hour <br />Hedgehog North 291 29 <br />Hedgehog South 243 24 <br />155th Lane East 396 40 <br />155th Lane West 158 16 <br />Intersection 1088 109 <br /> <br />Data on traffic speed was collected using the police de~artment speed trailer for <br />21 hours on two consecutive dates, Wednesday June 4t and Thursday June 5th <br />2008. This data was taken during the afternoon and evening hours. The <br />information obtained shows that motorists are traveling at or near the posted 30 <br />mile per hour speed; although it is acknowledged that the presence of the trailer <br />can have a calming efrect on traffic speed. A copy of the report dated is attached <br />to this case. <br />. Sight Distance - A site review of the intersection shows that t4e vision clearance <br />triangles on both southern comers are not being met for an uncontrolled <br />intersection which require a triangle with 50 foot legs along intersecting curb lines <br />be free from visual obstructions.
