<br />compromised to some extent, particularly during the growing season due to <br />Siberian Elms <br /> <br />Discussion: <br /> <br />This intersection can be considered a low volume intersection as is evidenced by the daily <br />traffic counts above. The east leg of this intersection is the busiest as it funnels traffic <br />from the neighborhoods to the north, south and west to Armstrong Boulevard. Although <br />speed is a concern expressed in the petition, the limited speed survey shows motorist are <br />either abiding by the posted limit or their behavior was modified by the presence of the <br />speed trailer. In either case this is a positive sign. <br /> <br />The Minnesota Manual on Uniform Traffic Control Devices (MNMUTCD) provides <br />guidance on the placement of Stop and Yield signs. Currently Hedgehog and 155th Lane <br />is an uncontrolled intersection which requires each driver to assume responsibility for <br />proceeding safely through the intersection. The manual s.tates that in many low traffic <br />volume situations with no unusual history of intersection crashes, no control is an <br />effective strategy.
